The Year is 2010, the UN has formed an independent organization from troops drawn from its member states under the command of the United Nations Security Council. Its purpose, to prepare for and combat threats outside the scope and ability of individual nation states.

While billions of people around the world celebrate the beginning of a new decade, world leaders, UN- and military officials come together at an undisclosed location to discuss the establishment of a new organisation under the banner of the UN to investigate and prepare for a matter of utmost secrecy, far away from the eyes of the public. Built upon the UN Task Force Middle East, it will encompass all the forces put under the UN peacekeeper program during the 2008 revision.

What was the incident that provoked the creation of the Organisation:

[ ]The Nuclear Anomaly - Initial Threat Assessment: High
First documented by the USA in 1946 during their pacific nuclear tests, the Nuclear anomaly was a sonar presence roughly 200 meter in length, occasionally picked up in the aftermath of bomb tests by patrolling navy vessels. The anomaly emitted high amount of gamma radiation, but stopped being documented as soon as tests were ceased and the all documents regarding the anomaly were locked away until two months ago, when a US navy aircraft carrier and its escorting fleet was lost with all hands out in the open paacific, the radio transmission and the data recovered from the blackboxes implying a return of the anomaly.

[ ]The Dead Sea Archives - Initial Threat Assessment: Low
Discovered by archeologists in temple ruins seemingly older than thought possible near the Dead Sea, the Archive is a cubical artifact of, as of now, unknown composition. Preliminary analysis of the writing on the temple walls suggest the existence of an as of yet undiscovered advanced human civilisation around 5000 B.C who seemingly revered the Archive as part of their religion. Further deciphering of the temple texts however led to the findings being classified, the writing on the walls seemingly recounting major events in the last 7000 years.

[ ]Dead Tundra - Initial Threat Assessment: High
In July of last year someone ignited a nuclear warhead at an air force base deep in the russian tundra, after which the russian military stumbled to explain the situation to the security council. Soldier sent to investigate a gas prospecting outpost that the employer in Moscow had lost contact with, returned afflicted with a mysterious illness. HQ was informed over radio of the escalating situation, the infected turning violent and feral and the infection spreading. Pleas to firebomb the base by the commander were denied, as he told of horrors of flesh romancing the buildings, before contact was lost and a warhead detonated 15 minutes later. The area has now been quarantined, officially for nuclear cleaning operations.

Last month German authorities uncovered a subterranean WW2 bunker complex during routine bomb defusal operations. What was truly unusual however, was the content. Remains of an alien aircraft and two alien corpses preserved in ethanol that crashed in southern Germany at some point in 1935 according to the research notes found. The Third Reich began a secret program to try and reverse engineer technologies, but got nowhere before the end of the war. It is not clear what happened, but the current leading theory is that a failure in the power systems locked the researchers in the bunker, where they died from lack of oxygen.

The last few months has seen an increase in reports of supernatural sightings of an undeniable and documented nature. A UN Convoy attacked by "werewolves" led to 25 KIA, 15 wounded and both attackers dead. A "unicorn" reported by Polish authorities after having been brought by a local hunter. Incidents have been relatively minor but increasingly widespread and frequent with little sign of relenting. These sightings come from all over the world but the security council wants to control this developing situation before it escalates.


And who was chosen to manage this organisation for the years to come?

US Army General Sonya Merin was put in command of the Nato forces sent to bring control of the developing situation in the Middle East at the end 2003. Despite, or perhaps because of, her best efforts the situation continued to deteriorate, culminating in the 2008 Teheran standoff where US and Russian forces almost started firing at each other, a situation that was resolved more or less peacefully in large parts thanks to the generals unique style of diplomacy. In late 2008 Merin was put in charge of the UN Task Forces' military where she finally saw successes in somewhat pacifying the region.

Before 2008 Saito worked as a high ranking administrator in the Japanese bureaucracy, before he was reassigned to the Japanese contribution to the UN Taskforce. Despite the occasionally horrenous supply and material situation everyone agreed he did a good job in managing the needs of an army conglomerated from a dozen different nations.
-Good Administrator: +5 to all Dice
-Efficient Staffing: +2 Dice Capacity
-Military Freshling: -10 to Military Dice.

Sokolov was one of the more western-friendly politicians active after the quiet disbandment of the Soviet Union in 1995. Known for his well spoken and friendly nature he served as the russian ambassador between 2005 and 2008 at the height of the Great Oil Crisis. It is largely attributed to him that Russia and China agreed to a reform of the UN security council and the formation of the Peacekeeping Task Force.
-Politically Savvy: More Council Support Gain
-Well Connected: +1 Die for all categories
-Broad Focus: No more than 4 Dice can be assigned to one project in one turn.

The continued Oil Crisis combined with the Financial Crisis of 2006 nearly led to collapse of the Eurozone. Becker was put in charge of the manufacturing industry part of the trillion euro bailing fund and by various measures, including selling or nationalising certain industries as she saw fit. The result was around 20% less jobs lost across the whole Eurozone, but with huge regional differences. After 2008 she became part of the team managing the supply of industrial goods, munitions and replacement parts to the UN taskforce.
-Metal and Concrete: +10 to Industry Dice and +5 to Infrastructure Dice
-Industrial Cooperation: +2 Industry Dice, +1 Infrastructure Die
-Headstrong: -5 on Administration Dice

Quest Mechanics and Philosophy
Mechanics
The Quest uses a variation of the Planquest format as popularized by Ithillids GDIQuest and Blackstars VNKhQuest. Each turn readers create plans, allocating Dice and the required Resources to projects in a variety of categories. The number of Dice available in each category specified in the category header. Projects are divided into the following categories:
-Infrastructure
-Industry
-Service
-Security
-Military
-Administration

After closing the vote, I will roll the dice assigned to each project and the result, plus the per-dice roll bonus, is added to the projects progress bar. A natural roll of 1 or 100 is either a critical failure or a critical success that will result in a malus or bonus of some kind. This Quest uses 4-year plans, with the term Budget Cycle being used in this particular case, with 4 turns per year, representing one quarter each, for a total of 16 turns before Budget and Cycle goals are negotiated again.

Certain projects either give or require Council Support, shortened to CS, which represent the amount of favors and goodwill you have with the United Nations Security Council, which is your organization's governing body for this quest. Having low CS is bad, but on its own will not lead to an immediate replacement of your character with one the Council deems more fitting.

There are a number of stats to keep track of, including but not limited in this case to Logistics, Fuel and Ammunition. These will be somewhat inaccurate in the beginning, but become more accurate as you complete certain projects. The organisation will start out with these stats in the negative and the big goal of the first budget cycle is getting all or most of them into the positive again. Neutral represents meeting demand for the operations the organisation wants to perform, but having a large surplus is advisable.

Modifications to that template are the following:
-Org Dice: Which represent capability to do stuff that is handled somewhat externally. An Org Die uses only 1 Admin Cap, but costs 5R more to use.
-The introduction of a Admin Capacity, which limits the total amount of dice that can be used per turn, representing the limited bureaucratic capability of your organisation. A normal Die uses 2 Admin Cap and an Org Die 1 Cap if not otherwise specified.
-Your starting source of income, the United Nations funding, is allocated yearly, so every 4 turns.
-You will want to spend as many Resources as possible. Using significantly less than what is provided will make it harder to negotiate for the same or more budget next cycle.
-The amount of extra income you can earn from other sources will be limited. The organisation will be dependent on the funding of the Security Council for the foreseeable future.

Philosophy
While this is a mechanics heavy quest, the numbers exist to support the narrative, not the other way around. The narrative is important, read it, make observations, don't just be satisfied with "number positive". The numbers I give are not perfect and are subject to in-character bias.

Anyway I'm sure a mysterious archive cube in a mysterious room with mysterious future-telling writing on the wall in a mysterious temple in a mysterious city will be no trouble at all.

Not a fan of that penalty to military rolls on Nobuo, I am rather interested in the options that affect council support though.
