Trying to search for an old anime movie I know. I remember the MC having a red suit that enhances his physical ablities ten fold or something like that and the villain was a small boy with a blue baseball cap and physic abilities.
Movie was pretty old, I would guess early 2000s.
 
I had no idea it was getting a reboot.

I liked it well enough when it came out but I'd already seen older vaguely grindhouse classics like Ninja Scroll and Akira by then so it was a lot less ground breaking for me. The animation was pretty high tier for when it released though.
