MILITARY: You think you definitely made the right choice picking General Tharu, especially seeing as your 'proper' advisor is most likely going to try and stab you in the chest. Tharu is nothing if not efficient at least, showing off just how the Royal Army still proved so effective while having much worse equipment compared to the gaurd. Right now he's mainly looking towards scrubbing down the army of corruption, along with looking towards Banapur with a glint in his eyes.

Looking for filth: It's obvious that the military is rife with corruption, along with people abusing their power to harm the people. While you can't just snap your fingers and make it all disappear, you can at least begin searching for the most egregious cases so you know where to start acting first. Time: One turn. Seek out their thoughts: Currently you don't know how the military feels about you being the new ruler, this means your in the dark which is almost always bad. These soldiers have been getting fed propaganda describing Pagan as the one true leader for several years, maybe even their entire lives. Getting some simple feelers out will at least allow you to know the general mood of the troops, which is better then nothing. Time: one turn. Reward: Understand the current view of the troops, discover any potential discontent.
Heart of the enemy: The village of Banapur is the last proper 'bastion' of the golden path, where they can walk openly and you have no control. Both Tharu and Katwal interestingly enough believe scouting missions in the area are a worthwhile investment, but for different reasons. Tharu simply wants as much information as possible for future military strikes, while Katwal looks at the land with a deep curiosity. For some reason Banapur and its surrounding area are capable of growing food just fine, the land being as normal as could be. The people there are still hungry yes, but they are the only ones that at the very least know they will have food always coming in. Some samples of the soil while scouts move to do reconnaissance shouldn't be to difficult to aquire, they could help in understanding the overarching issue regarding farmland. Time: One turn. Reward: Information on Banapur for future operations.
Magic bag of artillery: As it turns out, rebels without access to manufacturing facilities can't magically summon guns, who would have known! General Tharu is heavily suspicious that a foreign government or agency has been supplying the Golden-path, in an attempt to gain influence in Kyrat. The borders have been locked down tight since you entered the country, so these shipments should at least stop arriving, however the fact whoever these people are could be plotting still has you worried. Doing some investigations as to where these guns came from would be difficult, but may be worth the effort long term. Time: Two turns. Reward: Find out who's supplying the Golden path, begin cutting off supplies for them.
AGRICULTURE: Bala Katwal took one look at the official reports on the food situation and immediately seemed close to tears. At the very least he is extremely motivated to get started, currently focusing on gathering more information before proper action can be taken.

Poor dirt, dirt poor: You need to do some surveying to see just what your working with here in regards to the food supply, along with understanding just HOW things have gotten so bad. Yes alot of viable fields are being used for opium, but that alone doesn't explain why the people are suffering so badly from hunger. Time: One turn. Drugged up: Maybe you should see just how much is being dedicated to this whole heroine operation, to better understand how deeply entrenched it is. Apparently it's the one thing keeping the economy afloat, besides the selling of stolen relics. If you want to put a stop to the process, you need to at least know how much is being made. Time: One turn. Reward: Learn about the opium/heroine operation and its effects.
Gone fishing: Turns out the lakes, rivers, ponds, etc, are all barren of fish besides one notable exception. The demon-fish is a large carnivorous fish that will even attempt and sometimes succeed in eating people, which is... not good. It seems that the civil wars, the demon-fish, and the desperate need for food ended up driving all other aquatic species to death. There are however some isolated areas that still have these native Kyrati species, which has Katwal rather excited. He's suggesting the royal army and gaurd purge the demon-fish, before breeding the non horrifying Kyrati fish to then stock the waters of Kyrat again. It will be a slow process overall, but the meat from the demon-fish purge should at least give a brief surge of food for the people before they can begin consuming the normal fish at a later time. Time: 1 turn. Reward: Purge of demon-fish, demon-fish meat handed to the people, unlock fish breeding/stocking project.
Man vs. Wild: Now normally you're firmly in favor of conservation and poaching would be abhorrent, but this is one hell of a unique circumstance. Kyrat is notably full of dangerous animal species that are thriving here, while in every part of the world they are endangered. There's tigers, wolves, leopards, bears... fucking HONEY BADGERS! The people rarely if ever dare leave their villages because if the war didn't end up getting you killed, you'd get mauled to death by an animal. With this your giving the green light for the royal army to start pushing these animals away from the population centers, while letting them be in the wilds. You don't want to kill these animals without proper reason, but if they are allowed to simply run wild around your people they will never be safe. Plus at the very least, this should give your citizens a momentary explosion in meat availability. Time: Two turns. Reward: Kyrati citizens no longer under threat from predators, brief surge in food from meat gained from the hunting.
INDUSTRY/INFRASTRUCTURE: Lena Webber almost walked out upon seeing what there was to work with and honestly you can't blame her, this is one hell of a project for a fresh graduate. She like the others is currently putting a focus on seeing exactly what's available to work on, however she did put some other projects forwards.

Running on fumes: MORE surveys! You had no idea that running a country would need this much information gathering and statistics, but here you are! This time your essentially looking at the state of the economy, what little industry you have, along with the state of the nation's infrastructure. You already know its bad, it's easy to see how awful things are, but hard facts are still needed if action is to be taken. Time: One turn. Lonesome town: Kyrat has no real towns or cities, instead the population is centered amongst various villages. As such its important to understand the state of these villages and the people who live within, as more then likely your efforts will be focused in them. Time: One turn. Reward: Understanding gained on the villages of Kyrat and their current state.
Valley of nothing: The Valley of Death, which is the area to the south of the royal palace, is famous for by most accounts being absolutely worthless. It's to cold to do large scale farming, not to mention being ugly to look at. Barely anybody lives there and fewer people bother to give it any focus, even KEO due to not finding any veins of gold their back in the day. Lena however refuses to write the region off as worthless, believing that surely SOMETHING of worth lays within it. As such she suggests sending some teams over to check for potential mineral deposits, in the hopes of striking a future source of wealth.
Bleeding heart: Upon hearing that Kyrat had a singular location when it came to medical infrastructure, you wanted to throw a chair. When you learned the location was just a clinic without proper funding or equipment, you wanted to flip a table. Afterwards when you learned the clinic was currently controlled by the army while civilians didn't have access, you threw a chair AND flipped a table. It's time to fix this mess, both the clinic and the furniture you just tossed about. Set the army to gaurd the clinic and allow civilian access, throw it more funding, buy some equipment and supplies to make it less of a shit-pile, otherwise known as the basics that should have been done years ago. Time: One turn. Reward: People of Kyrat gain access to a clinic, Open-Hearts clinic is given more funding and equipment.
CULTURE/RELIGION: The closest thing you have to an advisor in this is one Noore Najjar, who surprisingly enough sounds like a pleasant person. The key word is 'sounds', your not going to view her as reliable until you get a meeting with them. At the very least you'll give her a shot, which means no looking for alternatives... yet.

Catalog Kyrat: Well, now you've got a temple full of artifacts, relics, etc, and haven't a clue where to put them all. The unfortunate truth is that many temple's or shrines were in fact destroyed, or everyone running them killed. This means you'll have to think on who to give some of this stuff to, along with the task of sorting it all out. Thankfully some places of worship do remain, however they are almost always being at least slightly protected by the Golden path. HEARTS AND MINDS: Chirasmi Bhandari was no doubt the perfect choice for an advisor, which is starting to piss you off because you cant justify firing the man for randomly appearing in your office! Despite his repeated attempts to give you a heart attack, you nevertheless keep listening to his sound advice. Unfortunately he says your avenues are rather restricted until the people actually know you exist, but nevertheless he's put some proposals forward. (Choose two):
Declaration!: First things first, your gonna have to reveal yourself as king to the public. This means getting a speech ready along with organizing things to get it broadcasted by radio and television, which surprised you because how the hell does anyone here have TV acces? Before you can start earning the peoples trust, they need to know you exist. Who knows, maybe this will even help cool things down with the golden path! Time: One turn. Rewards: Revealing yourself as king to the people of Kyrat, ???.
Pose for the fans: As much as you dislike the idea of propaganda you know its unavoidable and highly useful, every person swayed away from the golden path is one less person you'd be forced to shoot. This means doing some meetings with the 'Ministry of Public Affairs and Social Harmony', as much as you loath the thought. At the end of the day this will just be you recording some speeches and talks to be broadcasted occasionally, along with working out what exactly you want your image to be. Maybe this will help the people deal with the transition of power from Pagan to you, though you know some people will probably just view you as another dictator. Time: One turn. Paperwork? I'd rather a bullet!: Here it is, the archenemy, your greatest foe. You've been dreading this encounter for months, but now is the time for you to face your destiny! ... Alright fine, its learning Kyrati law! The country doesn't even really have a proper legal system, besides 'if you commit acts against the king you will be shot or forced to work', which for obvious reasons doesn't really work with you. This means not only do you have to read through a bunch of boring paperwork, you have to essentially write up laws from scratch! Months of writing and reading monotonous text are in front of you, staring at you from the abyss. The urge to bang your head against your desk or to run is strong, but for now you must resist. Wait, did I forget something?: You feel a part of your soul die as you realize you still haven't put an end to the work camps and forced labor, being so swamped you never got to it. While you punch a wall in anger at your inaction, Chirasmi helpfully reminds you that wallowing will solve nothing. Good news is that so far from what you've heard she's the least insane, not to mention she's responsible for the management of Kyrats 3rd most profitable business after the drugs and the gold. The bad news is that said business is apparently a giant arena where people bet on other people killing each other while animals also get tossed in for fun, because for some reason all of Kyrats money comes from blood. Yuma'kin me crazy!: OK so this lady is probably going to try and kill you, probably for the best you learn as much as you can about her to maybe see if you can speak reason to her or at least find a weakness of some sorts. Now your speaking my language!: While it turns out a surprisingly large amount of the population speaks English, it's probably for the best when it comes to your image that you start learning some Hindi. You wince knowing this will be hell, remembering so many failed papers in Spanish back in high-school. At the very least you'll have some skilled tutors to guide you through it, instead of Ms. Lopez and her very colorful vocabulary. Time: 2 turns.
