In the Idai continent, the Elemental Nations are constantly in competition. Which one has the best economy, the best armies? Which lands produce the most food, the most people, the most wealth? Which nation will, in the end, conquer its neighbors? Each daimyō dynasty dream of becoming powerfull enough to one day reconstitute the Great Empire of old, so great that it exented to the whole continent. And under this daimyō dynasties, noble houses, venerable temples and simple merchant guilds fight tooth and nail for wealth and influence. But war is ruinous in both blood and gold and often not worth the price.
Enter the ninja villages! For the right price, espionnage, sabotage, blackmail, kidnapping and murder are on the table. Less pricey than a war, it's also more discreet, allowing the clients to preserve their image as a bonus! And like the Elemental Nations, the ninja villages compete with each other for power and wealth, as a far more bloody mirror.
Sadly, ninja competing with each other result in a loss of manpower. The recruitement of civilians children into the shinobi life are a response to this. Among the 5 Great Ninja Villages, Iwagakure is the best at this, recruting from hidden academies eveywhere in the Land of Earth, sharing the graduates with the daimyō's institutions and several nobles houses.
You are a young civilian-born genin, freshly graduated from such an academy. It was decided for you, that you would serve Iwagakure, and not your city governor like some of your classmates.
