[X] Formalize the concept of public gatherings for the purpose of Peaceful Protest, as well as putting checks in place requiring certain paperwork being submitted in advance, not to obstruct it from taking place but simply to keep track of (and hold responsible) the organizers and so as to have points of contact for any movement responsible for them. This allows the Inquisition and Lawmen to focus its efforts on bad faith actors and prevent the undue persecution of non-violent activists.
-[X] It also makes it easier to crack down on dissidents whenever the protests turn rowdy, while allowing most citizens to express their opinions without any real option to force changes.
