No one losing less than 25% of their assets would receive reparations, unless such would place them in penury. Preference for reparations granted to any who actually aided the Inquisition. In major incursions, any responsibility would not be the Inquisitions, but the Crowns (to determine how to proceed, without a set-in-stone obligation).
