You will err on the side of generous regardless, which will be your flair to the presentation--the pomp and grandeur. If nothing else a dragon knows when to show off their immense wealth, and you are unique among dragons in some respects in doling it out. A farsighted person could imagine it is because you do not see it as ever having left your hoard in the first place.
    -[X] To be absolutely clear, you do not consider or concern yourself with the idea that Rowan is legitimate master of the land until you have come to some sort of agreement in regards to her fealty being tied toward you directly. The land she claims rests in the Kingdom of the Reach, which you claim by right of blood and more pertinently conquest. If she contests it, you are welcome to discussing it in a civilized manner, but it remains in contest until such matters are settled and you will happily disregard, undermine or overthrow any binding compact arranged outside of your sight and out of your control as you consider it to be nothing more or less than a hostile act with degree of guilt and punishment varying depending on intent and difficulty to circumvent.
    --[X] To you, she is a respectable Fey with legitimate concerns you will not dismiss out of hand. But to end-run a Targaryen is to invite reprisal in one form or another. Anyone not willing to at least entertain the idea of working with you to come to a mutually beneficial arrangement can burn, literally or metaphorically.
    ---[X] You will of course be diplomatic about it, and accommodating to a degree on what form that arrangement takes, but the sheer threat is implicit given who you are and what you can do.
