Also, maybe making a lower CR version of the Herald and have it keep that name, and change the current one to Envoy or Scion.
 
I've actually put a bit of thought into how a Dresden Files crossover would go, and I think the central question is where on the Dresden powerscale to set Viserys. My first instinct is fairly high (though not top tier, there are some entities in DF that could fairly trivially squish Viserys if he was on their bad side and in their jurisdiction. For instance if he decided to start shit at the Carpenter household.), but then we run into a problem. Most of the Really powerful entities in DF have a Purpose basically baked into their power. Would the universe enforce that on Viserys (thus incentivizing him to get out as soon as possible, because fetters on his free will will not be tolerated) would he be a rogue element? Another central question is... Oh that's an idea.
Concept:
Harry gets a new job from Mab, go slay a Dragon. Then when he's out doing something unrelated the Dragon finds him and offers another option, a way out of his current job. After all, this dragon has some experience in getting people out from under shitty employement contracts.

I think it'd be more interesting if the higher-ups of the Dresden Files unanimously viewed Viserys as a threat to be dealt with because he's so powerful and still retains free will.

There are quite a few independent powers that aren't really constrained by anything but their own personalities. IIRC, the Naagloshii are free agents, as are the actual dragons of the setting. Nothing binds the various vampire courts but their own hungers and idiosyncrasies, allowing the older ones to become quite monstrously powerful.

The biggest concern would be whether Viserys and Co. would be considered Outsiders, and that's not a D&D Outsider. If so, things could get nasty quick-like.

Skinwalkers are still constrained by their nature, and by the perversion of their purpose, but I also wouldn't call them top tier threats.

I mean, I only read the third book, but those Blacks are essentially cannon fodder for a blender-type mid level character.

My boss quirked one perfectly shaped eyebrow at me minutely, which did not at all fill me with a primal fear reaction and a desire to hide, as that would be beneath my manful resolve. Trust me, you'd understand if you'd met my boss.

"I dislike repeating myself. You have a perfectly working set of ears, I suggest you use them."

I was pretty sure a 'currently' and a 'before I find a use for them' were implied there somewhere, but I just really couldn't wrap my head around it. I had to have misheard her.

"Pretend I'm an idiot and spell it out for me. Because if you actually just said what I thought you said, then giving me the information up front will save us both the wasted time of a round of questions and answers."

Her lips thinned out into a very restrained little frown of frustration, fairies hate it when you ask them to speak plainly, especially the powerful ones.

"What would also save time is if you followed my commands as you are supposed to."

Humor fits Mab, the Queen of Air and Darkness, Sovereign of the Winter Court (and my direct superior in my position as the Winter Knight) about as well as Bigfoot fits into a Volkswagen Beetle (which is a story for another time). Still, I figured Mab would do what I asked if I just stood there and stared at her long enough. That or she would kill me, which might be more efficient. If I hadn't misheard her I was probably a dead man anyway.

If it will motivate you to act swiftly I will tell you that the creature has broken several of the mortal Laws of Magic already."

Well that was… a lot to take in at once. The implications were pretty clear, and wholly, sharply, gut wrenchingly terrifying. Mab didn't give me any time to think them over before she continued though. Her voice took on the faintest edge of a challenge as she rephrased the order she had greeted me with.

"You will find this dragon and you will eliminate the threat for me, my Knight."

Uh, gulp?

I liked this idea so much I decided to type out a sort of teaser chapter. I do plan on continuing it, obviously, but if anyone else gets to the concept before me they are welcome to it, since I don't write much.

Not to mention we have lots of expertise when it comes to fucking with powers of Winter and getting away with it.

If it's future Viserys, then he can honestly say he's been there, fought the genocidal winter fae army and gotten the T-shirt.

Now, that's really unfair to them. We are talking beings that are pathologically Evil.

These guys could very well be thousands of years old. And all along they been fighting and dying against evil creatures, including many "trustworthy" Devils.

Their prejudice is actually completely justified.

After you've seen a dozen very powerful and cunning sorcerers, some that might have been your friends, assure you that they knew what they were doing and everything was under control, inevitably get back-stabbed by their bound fiends and perhaps suffer fates worse than death, you'd probably be forever wary too.

Imagine that every rabbit you've ever seen was a Monty Python one, and one day, this fellow you've just met shows you their pet, Hopper. Would you not be wary as fuck?
 
Going back to the conference, what are our vassals doing here again? We're showing them off to the genies or are they to rub shoulders with each other?

Because I imagine Monford Velaryon sandwiched between the Sealord and Zherys ranting at each other with Relath egging the two, Yrael facepalming, while the triton, the serpentfolk, and the child of the forest talk with a phoenix about the concept of money...

His reaction, summarized in one syllable, his frustration, fear, bewilderment, fascination, and despair he felt at what's happening, "...meep!"

He won't make a sound, because he will be drinking all the liquor, while Embra "helpfully" applies magic to him every so often so that he can focus on the conference, enjoy his strongwine, and remain sober throughout.

Obviously he can't tell her to stop, either, not while the Sultan is happily regaling him to the times her father had people who made her upset "disappear" as funny anecdotes.
