I've made some changes to the PRC.@Goldfish, here is a fair trade-off for your PrC's amazing power:
Honestly, as it is now your PrC is amazingly good and I'll be pushing for every single Scholarum mage to take it. It needs to have a few downsides to tone it down, and these downsides feel appropriate in this game where runestaffs and Pages of Spell Knowledge are commonplace for rich and powerful mages.
- Prerequisites include Iron Will or a similar junk feat
- Spellcraft MUST be kept maxxed or you lose access to the class, or perhaps using class abilities requires a Spellcraft test (DC = 10 + original spell level*3) or something.
- Limited number of spells known, to represent focus on deep mastery of existing ones (-1 spell known of each level, minimum 0)
- Inability to use items that effectively increase spells known, like runestaffs (or simply "always use minimum CL when using them") or Pages of Spell Knowledge

Darleth is the expert on this subject, so what if we just inform him of the requirements of the ritual, the geopolitical landscape of Planetos, the relevant supernatural forces and threats in play, and allow him to make the decision with an eye toward finding the best location for the ritual rather than working around our preferences?

Price of Power: Upon gaining entry into this class, one spell slot from the new Meta Magus' highest level of available spells is permanently removed. This occurs each time they gain access to a new level of spells.
And added this to Innate Metamagic:
Similar to the Price of Power the Meta Magus is already familiar with, whenever a spell is enhanced by Innate Metamagic, a spell slot of that spell's level is permanently lost.
You can focus all your Innate Metamagic on a single spell, but doing so would significantly impact available spell slots for that level.
Changed Force of Personality to Skill Focus (Spellcraft).Goldfish, your PrC is cool but IMO it's pretty overpowered. It's better than 99% of sorcerer PrCs out there!

By removing spell slots, you're turning him into even more of a nova then he already is. That really sucks, unless he abuses pearl of power stuff and therefore uses the enormous WBL this quest allows to negate your "nerf". Both scenarios suck.
It's also quite a bit less of a nerf than what I was asking for : I wanted to hit his spells known.
By removing spells known, you're making him focus on the ones he has (metamagic!) without reducing the amount of magic he can produce in a day. That's good! The PrC should inflict -1 spell known of each level (minimum 0).
Furthermore, a restriction on runestaffs + PoSK is needed to avoid making the previous restriction pointless. I would also say that effects like Gloves of the Starry Sky only work at the minimum CL necessary to cast the spell.
I saw the changes to the prerequisites. IMO "Force of Personality" should be replaced by "Skill Focus (Spellcraft)", it makes a lot more sense fluffwise and it's more of a feat tax (it's also a common one, that's good for other decent PrCs after you finish this class).
I would also have the "Free Metamagic" ability require a Spellcraft check, like for the Incantatrix ability of similar effect.

I don't like the idea of removing spells known at all. They're already too limited, IMO. And the limit on not being able to use Runestaves or PoSK is just silly, dude.
I'll leave the Price of Power thing in, but I'm also including the this;
Free Metamagic: At 2nd level the Meta Magus gains the ability to once per day cast a spell augmented by Metamagic without applying the feat's level adjustment if they succeed on a Spellcraft check (DC = 20 + [Spell Level x Level Adjustment]). Spells altered by this ability cannot exceed the maximum level of spell able to be cast by the Meta Magus, nor can they be used with the Heighten Spell Metamagic. At 5th and 8th levels, the Meta Magus gains one additional use of Free Metamagic per day.
