Okay, I feel like they may have been getting a bit ahead of themselves with all those megastructures in that case. Which honestly, makes feudal technocracy fit even more. Some guy probably proposed some of these projects because it would look great on their resume, then they actually made it because they could, and now the projects are sitting there with like 0.00000001% of their habitable space being utilized while looking very pretty. Overbuilding for the future, if you want to be nice about it. Although... I have a sneaking suspicion these are going to be prime targets in the future :p

How good is their knowledge on warp?

How close to are they when compared to Eldar technologically? (If you exclude pure warp tech)

The knowledge is heavily compartmentalised, due to the nature of said knowledge, but it is definitely less than the Imperium's knowledge.

If you mean Human Materium Technology vs Eldar Materium Technology then they're pretty close, with the Eldar being slightly more advanced (being able to harvest from black holes and make portals into stars).

If you mean Human technology versus ALL Eldar Technology then it isn't even close. The Eldar could burn entire galactic arms to cinders if they were fully roused.
