General James Ironwood was widely considered a paragon of all that mankind should strive for. Strong in body and mind, he'd worked tirelessly to expand the borders of his country by a solid fifteen percent of Solitas' total area, pushing back the creatures of Grimm to make way for his people. Decisive and dependable, he knew that the worst thing to do was nothing at all and so never let himself get mired down in indecision, a constant point of contention with his contemporaries and friends in Vale. Fearless he'd been called, because true or not, he refused to let those under his care see him falter.
As for James himself, he didn't much care for the accolades and praises that sprung up in his wake. Nor did he care what his detractors might say so long as it didn't impede his progress.
In some ways he was much like the idealists of Vale and Vacuo, always hoping and striving for a better future for humanity. Not just humans, but everyone. For what difference did an extra set of ears or a tail mean other than another tool for survival against the Grimm? He'd never held somebody's birth against them when they came to join his military, something that had gained him no shortage of supporters and enemies from every level of Atlas society. Faunus, human, or otherwise; Cooperation and the desire to protect was what defined humanity in Jame's eyes.
Which was the line of reasoning that had led to the current situation; meeting with a terribly scarred little girl that had somehow discovered and fundamentally altered the product of a top secret Atlesian military project. Penny, while an unintended side effect of his friend and savior's unknowing failure, was in some ways like a daughter to him. She came to him when she had questions she couldn't ask others, he watched out for her best interests and taught her what he could, and he felt she had the potential to change the world.
"Louise Vallière." James said as he passed the cup of overly sweetened tea. "First year student at Beacon. No records before this year, current residence was just constructed a month before enrollment, reportedly from a extra-kingdom settlement that never existed, and only immediate family consisting of a single sibling of undocumented origin. How did a girl with no background just happen to run Penny within the first hour of her life that she's without an escort?"
When Penny had come to him with stories of a girl from another planet, James had been quick to write it off as childish nonsense. Even viewing her memories of the encounter didn't prove anything other than a little girl with skill and an overactive imagination. Then a faunus with familiar orange hair had requested permission to board his flagship claiming to be his excitable little gynoid, IFF transponder and all.
They'd put her into sleep mode, run diagnostics on her, checked for out of place code, and even had the medics give her a physical. There was no sign of tampering to any of her hardware or software that indicated an infiltration or subversion attempt. What there was plenty of was anomalous organic material that had replaced her synthetic skin with a genetically alien tissue, additional spinal segments of identical alloy to the rest of her construction that made her appear taller and more lithe, and a drastically changed facial and semi-organic eye structure. Any cut made or sample taken was healed by Penny's Aura, so there was no chance of reverting the changes without serious risk of injuring her.
Reviewing her memories, he'd watched with pride at her selflessness as she pushed her new friends out of harms way and concern for obvious reasons... and not just because of the sudden changes. After all, her existence was a secret that wouldn't last long if she kept into situations like that where crowds of witnesses could get a look beneath the surface. He'd need to see about creating a cover story for her, probably leaning on his own situation and claim that she was just a girl with a lot of prostheses after a tragic accident. It would even be somewhat true if he didn't know that she wasn't Penelope, but he wasn't sure if the public would believe it.
When the child said nothing and just sipped tiredly at her cup, he asked, "Well? Do you have anything to say that would make this less suspicious?
"I'm... tired." So saying, the girl curled up in her chair and rolled so that the remaining hair on her unscarred side blocked her view.
"You can't be serious." James said in equal parts annoyance and shock. Nobody had dared disregard him so blatantly since his school days. "Miss Vallière, I'm not sure you understand your situation."
The child's only response was a light snore. Irritated though he was, James wouldn't let it get to him. The children were sparring when he'd arrived, to the point of excess based on the smoke, so he could understand her exhaustion even if he didn't like it. Picking the child up, he opened the door and headed toward the medical bay, only to be interrupted halfway.
"General Ironwood, Sir?"
Specialist Winter Schnee, one of those who'd learned firsthand how little he cared for somebody's origin and had thrived because of it. She'd been a delicate, pampered child when her father had sent her to Atlas Academy as punishment and had been shocked to receive the same treatment as the faunus 'street urchins' from Mantle. The look on Jacques' face when she'd later decided to renounce her status as heiress for a career in the military had been priceless.
As usual, the would-be heiress was straight backed and squared away, the model soldier. Unlike the usual, there was an almost imperceptible up-tilt to her lips and James felt safe to assume the smaller Schnee at her side was the cause. With a gesture, Winter ordered a passing technician to relieve him of his burden.
Gently placing the child in their arms, he turned and extended a hand to the younger Schnee. "Weiss, I presume. A pleasure to meet you."
"The pleasure's mine." She replied. "My sister has told me a bit about you, General."
"All good things, I hope."
As far as polite banter went, it was pretty generic, so the smirk she gave him was unexpected. "Nauseatingly."
"Weiss!" Winter rebuked. "I see your time at Beacon is having an effect on you."
"With everything that's been happening, it'd be a surprise if it wasn't." Weiss shot back. "In any case, could I ask why and where you were carrying my friend's unconscious body, General?"
Winter had a reputation as unapproachable and spiteful, so family or not, it was a rare treat to see somebody unaffected by the Ice Queen's charms. Judging by the thinning lips on his Specialist's face, he'd probably hear all about how Beacon was a terrible influence on her precious little sister. For all her outward appearances, he'd worked closely with her for long enough to know she cared deeply for her sister. If she didn't come begging for a few hours of leave now that they were in Vale, he'd steal Oz's hot chocolate. Not that he wasn't already planning on giving it to her anyway, but she always seemed to think relaxing was a sin or something.
A failure on his part as her role model, he supposed, since he hardly took time off himself.
"Your friend fell asleep before I could get any answers from her, I was simply taking her to the medical bay to rest." He explained, earning an exasperated sigh from Wiess and the creaking of leather as Winter clenched her fist behind her back.
"Such disrespect is unbecoming of a Huntress."
Penny announced her arrival by confusedly stating what he already suspected, "But her Aura is in the red."
"Sister, the group I was with was sparring before you arrived." Weiss explained, holding up a hand when Winter tried to interrupt by saying that none of the others were so tired. "My apologies, but you don't understand. We weren't all fighting each other, we were all fighting her... and losing."
"Preposterous, she is just a child!"
"Incorrect. Louise Françoise Le Blanc de La Vallière is of majority." Penny argued, her constant cheer at odds with the predatory look her new eyes gave her.
Scoffing, Winter went on. "Assuming I believe that, which I most certainly do not, there are nine of you. Most fully trained Hunstmen couldn't singlehandedly defeat nine students of any Huntsman Academy."
"Oh no, we were taking turns as teams. My team at least managed to beat her when it was all four of us, but it was still teams of four against one and we started at nine."
When Winter couldn't come up with anything to say to that, James took that moment to reinsert himself in the conversation. "Penny, why don't you go keep an eye on your friend while I talk to Miss Schnee."
"Yes, Sir."
"Just Weiss is fine, General."
"If you're sure." He accepted, not giving her the same courtesy. It wasn't out of spite, but at the moment he needed to be a figure of authority. If she was cooperative, then perhaps he'd allow it the next time they met. "Now then, the two of you can come with me. I have some questions I think you know the answers to, Weiss."

Waking up in a sterile white room with a beeping noise, Louise's first reaction was to look for that blasted 'ivy bag' that X-com loved to attach to her. What she saw instead was a pair of reptilian eyes watching her sleep.
"Salutations! You were asleep for a long time, Louise." P.E.N.N.Y. said.
Achy and parched, but much more clear headed than before, the pinkette asked, "Where are we? How did I get here?"
"We're in the medical bay aboard General Ironwood's personal airship, you fell asleep in his cabin. Should I tell him you're up?" The machine asked while passing the cup of water she'd apparently been holding the entire time Louise had been asleep.

A/N:
Thinking back to P.E.N.N.Y. pov, Ironwood seemed uncannily canny. It took him like 10 seconds to see through P.E.N.N.Y. Who is an amazing liar. We might be dealing with a tattle tale like semblance.
You're joking, right? She is based on Pinocchio and hiccups whenever she tells a lie.
