Reasonable? Maybe the logic is sound at it's foundations, but the resulting decision is far from reasonable.
Ok, so you Leader of the Protectorate enraged a new Tinker, a very valuable kind of Cape usually seen as a boon to the team they join, into fleeing from the authorities and thus into a criminal life when you ordered her to kill her first creation, not even pausing to consider that she might be attached to the robot (and ain't that hypocritical when you yourself never leave your halberd alone for more than ten minutes)...
Well, we must show her how we are her best option!
Let's send our own young Tinker to her, so they can connect and maybe it'll open a dialogue between our two parties. Oh, and add the problem Ward, the one she showed clear dislike for during a previous confrontation with the Wards, the one she seems to know the civilian identity of which is the girl she attacked in school with an improvised tinker buzzer. Surely, if Taylor was mad at Sophia enough to go and flush her parahuman identity down the drain for her, then that means the two are close. You don't go and ruin your life for a stranger! Nope.
And we must force the two together as much as possible so they can learn to deal with each other ASAP. It's not like Taylor is a flight risk and seriously in danger of being recruited in a gang, thing we absolutely do not want to happen. Yeah, better make sure she see our shitty side in all its glory first. Then maybe we can start negotiating materials, income and whatnot.
(I have nothing against his chapter, I really liked it, but the PRT is acting harshly and didn't even try to get a full profile of the girl they want to take in, heck they currently have a completely rotten apple in their midst and didn't do a single thing to ensure they knew who exactly Sophia Hess/Shadow Stalker is. A mere psych study would have unearthed some very disturbing things about the teen.)
