I don't like Enraged because I feel that wording would provide fewer hints as to what the side effects of taking that choice are. Right now, it feels to me like the side effects of taking the choice are pretty clear for all the options except frustrated, but I don't really know how to word that one better.

Okay, so...@Umi-san the tribals have culture and celebration and stuff native to their culture. The civilized skilled workers only have a handful of officially recognized holidays, and are willing to lie, cheat, and steal. They're also willing to complain to you about various things, using officially recognized channels.
The assistants would essentially give you an action in their specialty every year or so. Your turns right now are set to about 3/year, so every three turns you'd be able to do something in their specialty. They build roads or infrastructure or monitize the mines or such, or run local law and order... That sort of thing. Think of them as your cabinet
With their fragility, you're talking about 3-7% per year dopping dead for the civilized folk. The tribals, for comparison, tend to lose around 2% per year

I feel like, if we want to be a culturally coherent district, we need to support tribal culture and attempt to acclimate them to our system of governance and approach to infrastructure before introducing a new population of pre-adapted citizens who quite possibly would be highly bigoted toward their predecessors.They have culture, it's just that they don't all have the same culture.
