What if the market doesn't exist yet? Like, supposing we magically invented modern helicopters would we be allowed to go in without a license, or would we still be hampering someone?
Off the top of my head, I suspect it depends what you're using them for. Selling them to ninja for aid in long range transport? You could probably sneak that by. Selling them to civilian caravans to aid in long range transport? Well, now you're competing with the wagon-makers.

(Note: I'm assuming here that you mean some kind of seal-based helicopter. If you had a fully civilian producible and flyable machine, maybe you could get that through, as the Gouketsu equivalent of the Yamanaka flower shop?)
 
That's my understanding of why the Yamanaka and Akimichi are allowed to have their businesses, yes - in principle if they lost all their ninja abilities, they could still run those establishments just fine.
Hm... Is there a gray area then, in seals that civilians are capable of using? IE, is this why Jiraiya was interested in them?

We can't sell stuff in Leaf/Fire. Nobody is saying we can't fuck up other nations economies. Maybe we can sell shit in Tea/Grass.

That's so much easier to pull off with seals, though -- we should make civilian usable ones and see if J can spin them up to the Merchant Council.
That's not what we want. We want to make money quickly, not efficiently. Getting a large lump sum in the next month or so is better than getting more several months from now.

Also, I think we should shop around for a chemistry/alchemy teacher for Hazou and/or Noburi. A lot of things get easier when you have basic chemistry/physics concepts (such as steam power, for example). It might additionally lower chemical-based seal TNs like medicine will lower bioseal TNs.

Where do we stand on MechApt specialties? Are they still available at MechApt 15, is leveling a specialty better than leveling MechApt (for that specialty...

Also, if we asked for Akane to start on a mechanization specialty what would the requirements be, in general?

Step 1: Get Jiraiya to write some SFW books.
Step 2: Talk to the Merchant Council about it.

Seriously, anything that ninja do to make money aside from officially-sanctioned missions needs to be approved. If it's something novel that they haven't thought about before they'll be very reluctant to let it go through.

I had a thought for a good that no merchant sells, so we'd be more likely to get a license for it.

The ideal solution would be to find something that can be done entirely by civilians, then partner with a bunch of civilians to do the actual work. If ninja are doing the work then you'll need a license, but if civilians are doing it then you won't. Of course, that begs the question -- if the civilians are doing all of it, why are they sharing the profits? Still, having a civilian-doable product with civilians as your frontpeople will speed things up a lot.

There's lots of grey areas. As Jiraiya says, the whole thing is a giant muddle.
