Rush to the law so that we fix the issue of corruption and tackle the matter of half-exiles. The sad thing is that Nahachaphuria is not going to be getting any help since this will take generations to fix.

Because if so, we could propagate hatvalley and enforce justice without any worries.
Not only that but we have significantly higher Centralization cap than before. Some people have a pathological fear of raising Centralization (and there have been times when doing so would've been very bad) but now there's literally no danger at all from Enforce Justice.

We could do the same with the settlement. Both of those actions reduce centralization. Alternatively, we do both and next turn we could main EJ.
New Settlement doesn't reduce Centralization until we get a new province (needs 2 mains)

Gaining Hatvalley province gives us +1 cap to all our stats. (Possibly +2 from the increased size of provinces?)
 
What refugees like her need is education and mental health care. She was shoved into Ymaryn life without any idea how to act, and the communal nature of the society means that those who don't act right are subject to strong pressure to shape up.

Unfortunately, if an individual doesn't already know what the right way is, they'll be shoved into the margins of the culture.
You're a few thousand years too early for that. Even the most benevolent factions at this time just couldn't afford what you are suggesting for so many people.

Like, even modern day societies spend quite a bit of their budget on public education, and societies at this age only have a fraction of a fraction of what a modern state has in terms of resources. They literally cannot afford to spend so much teaching these immigrants on their own dime. That's why festivals are a thing, and even they are pretty expensive.

Only bright side to this, second gen immigrants almost always do far better than first gen immigrants in situations like this.

At the time, I'm pretty sure that Legitimacy/Stability were rolled together. Now that they are separate we are suffering the damage to Legitimacy, not Stability.
Hmm. I think we got the -1 legitimacy in exchange for a guarantee of not actually losing overall stability by the end of the action. The action still works the same way otherwise.
 
This isn't a matter of the newcomer breaking the law, it's a matter of all the people around her breaking the law.
She is breaking our law too.

She'd probably be the most lightly punished, maybe. Might just be made a half-exile, which is distinctly worse.

Then there is all the other people who are in similar situations who may be breaking our rules because they do not understand them.

The Txolla basically decided to send shuffle some of the people they had annexed over as "refugees" since they figured that was why their overlords were annoyed with them.

yeah, that's PTSD chan, sigh. I can definitely see why we need new laws, were culturally different enough to most new immigrants that unless the rules are explicitly spelled out for them they are not going to know what the fuck, and that's going to make them super vulnerable to being taken advantage of.
 
I'm still on the eating ST march boat. Maybe stability next turn with beginning of law. We need updated LAW to combat the increasing insanity of our civilization.

These are all deliberate acts to take advantage of someone who doesn't know better and doesn't know the system well enough to get proper justice. These are not regular day-to-day troubles of the average Ymaryn. I'm sure that the tax collector does not have to be bribed with sex by everyone after all.

Your looking at this from a modern view. Please stop doing that when trying to deal with the people who don't have said view.
 
Enforce Justice's Centralization increase comes from bringing these sorts of cases to the King's attention. We need to get this information into the government. Reduce Corruption, increase Stability, and make sure the Govenment remains strong (increase Centralization)

The South Of Cataracts settlement does nothing to help us in the near-medium term. We've got at least 2 turns before it'd have any utility at all. Why are people voting for it? It's very important... for the Dam. Which is not going to be until after The Law. Propagating Hatvalley provides us with all the LTE we need to keep the Baby Boom going even before we count in the fact that colonies can absorb the Baby Boom.
