[X] [War] Withdraw main forces to defend Redhills, leave vassals and Red Banner
[X] [Boat] New design: Size
[X] [Mill] Greater permission (-3 Wealth, -1 Art, -2 Centralization, +3 Econ, increased potential for innovation)
[X] [WC] Greater assistance (-3 Art, -2 Centralization, Stallions very pleased, ???)
[X] [Main] Sacred Forest Renewal Completion (-2 Econ, -2 Mysticism, -1 Art)
[X] [Refugee] They should take in as many as they could (-2 Stability, chance of further loss, +6-8 Econ, overcrowding)

Remember, Sacred Forest is a Land Project, so its completion means bonus Stability and Econ. If we can get our Econ out of the pits, we can spend a couple of turns digesting our new conquests. More, since we're likely to get attacked, extra Econ serves a dual purpose with We Have Reserves.

PUSH THE BUTTONS!
Pretty sure this would actually just make us implode, having 1 cent and -1 stab is not a good thing for us.

My first impressions are almost exactly the same as veekie's, with the exception that I don't want to give the stallions ANY help. Should also keep our centralization a little healthier.

Note that I'm generally a staunch defender of the stallions; this thread does them injustices and misconstrues them regularly IMO. But better an injustice and buy some time than justice and split the union.

So tentatively:

[] [War] Withdraw main forces to defend Redhills, leave vassals and Red Banner
[] [Boat] New design: Seaworthiness
[] [Mill] Greater permission (-3 Wealth, -1 Art, -2 Centralization, +3 Econ, increased potential for innovation)
[] [WC] They can do it themselves (Stallions displeased)
[] [Main] Sacred Forest Renewal Completion (-2 Econ, -2 Mysticism, -1 Art)
[] [Refugee] They accepted all who came (Chance of stability loss, +2 Econ)

... I guess picking a military hero right before the Bronze Age collapse wasn't the smartest move. :(

Sigh, I really, really want to call caution to people here.

Our primary goal here should be survival. Absolutely, positively, not one other single thing.
Do not try and make it a question of 'we can totally do it, let's push the envelop.' Make it a statement of 'we can realistically function next turn, we're safe.'

We gain almost nothing from gambling, and we stand to lose an immense amount, everything from our social values to our megaprojects. Remember sacred warding? An incredibly advanced form of inoculation that is on a dangerous level of high maintenance that if we disrupt is likely to collapse? That's probably on the table here, along with much of our values. All we gain is some small bonuses if we don't do it otherwise.

Please, for the first time in this crises, do not take the risky all in gamble that continues to dig us a whole. Stay as whole and safe as we can.

Now, as to my vote:
[X] [War] Withdraw all forces (-1 Legitimacy, Rulwyna becomes queen)
We can't afford this war to continue. The in between option is far too dangerous. Keep in mind that if we pull back, we have the ability to actually defend and just get out of this war.

[X] [Boat] New design: Seaworthiness
Not really opinionated on this.

[X] [Mill] Lesser permission (-2 Wealth, -1 Art, -1 Centralization, +2 Econ, potential for innovation)
Stops us from completely collapsing our econ.

[X] [WC] Lesser assistance (-2 Art, -1 Centralization, Stallions pleased, ???)
Pay lip service, while keeping the stallions on a tight leash. Keeps them pacified for now, and gives us some more time.

[X] [Main] Sacred Forest Renewal Completion (-2 Econ, -2 Mysticism, -1 Art)
Finishing gives us stability and takes a huge burden off our back. This needs to be done.

[X] [Refugee] They accepted all who came (Chance of stability loss, +2 Econ)
Smallest hit possible, combined with the mills this will give us 4 econ. This will hopefully strike a good balance.

Well, time to watch the thread burn I guess.

Are you trying to fracture the state?

Also, this spends Art down to 1, preventing extensive work on a Grand Palace, which is a major goal in turns where Trails aren't an option.

We're something like a millenium away from the Bronze Age collapse. Ymar (and probably not!Egypt) are the only civilizations that particularly resemble the late bronze age ones that collapsed. They're on the road to that level of sophistication, but this isn't going to be able to break them like that.

War Preparations
[X] [War] Withdraw all forces (-1 Legitimacy, Rulwyna becomes queen)

Warning: Under current system, cascade failure begins at end of turn Legit + Stability <= 0 (Legit 3, Stab -3; Legit 2, Stab -2; etc.). Low Centralization may change this from end of turn to a more sensitive form

What new designs are being developed by the merchants?

[X] [Boat] New design: Speed

A number of miners want to attempt to apply the mills to grind their ores
[X] [Mill] Lesser permission (-2 Wealth, -1 Art, -1 Centralization, +2 Econ, potential for innovation)

The Stallions found something very interesting in a quarry and are asking for additional support to develop it
[X] [WC] Greater assistance (-3 Art, -2 Centralization, Stallions very pleased, ???)

The Sacred Forest Renewal seems to be on the verge of completion, but can the People afford it?
[X] [Main] Sacred Forest Renewal Completion (-2 Econ, -2 Mysticism, -1 Art)

How welcoming were the People of strangers in this time of trouble?
[X] [Refugee] They accepted all who came (Chance of stability loss, +2 Econ)

We didn't start no fires.

I think we want to go Greater Permission on mills for both the innovation chance and for promoting the right kind of decentralization.

Also think we should go seaworthiness because in the ancient era the biggest drag on our maritime cargo throughput is going to be the routine loss of ships to storms, navigation errors and other such issues.

Lesser assistance for whatever it is the Stallions found, to strike a balance between pissing them off and giving them the resources to break away.

Pull back our own troops from the war, leaving it up to the vassals and mercenaries to finish. We've already wrecked the Xohyssiri for at least a generation, now we need to secure our own territory.

And minimum refugee intake. Not just to minimize the stabhit, but also to either shore up the weakened neighbors who we've been vampirizing for citizens all these centuries or to collapse them in a way that doesn't require our direct input.

EDIT: Finishing the megaproject goes without saying.

I'm not sure it's worth the -1 Legitimacy. That's a big deal because it both will require us to support our vassals better AND brings us closer to collapse.

If we take this option and roll bad on climate damage+refugees, we'll be at:
Stability -1
Legitimacy 2

1 point away from cascade collapse. Pretty ouchie.

[X] [War] Withdraw all forces (-1 Legitimacy, Rulwyna becomes queen)
This is the risky option. It keeps us safe militarily, but lowering legitimacy during these bad times and establishing a precedent of usurpation would be very, very bad.

EDIT: The cascade stats are Stability and Legitimacy. Lowering it is NOT the safe option. Do not present it as such.

Going down to 1 cent with our king being a usurper while at war will likely do very, very bad things to our government.

Lets finish the freaking megaproject so we can focus on NOT IMPLODING.
Don't accept extra refugees; we are already at 1 stability, and we might get hit with stab loss from climate and/or our neighboring polities invading, so better not risk it. Especially since we've gone from failing at stability -4 to failing at stability -3, and that is at max legitimacy.
Greater permission gets us that precious econ, and precious innovation. Want.
I'd take Greater assistance too, but Cent 1 strikes me as a bit too low, so I'm sticking to lesser permission.
As for the war, not sure what to do - but I guess I will go for the compromise option.
