Edit: Oh, yeah. You should probably reboot it and offer settings you're interested in/knowledgeable about, a general text intro that gives an example of how this might play out (you can crib it from, say, the Transhuman Space books if desired), and possibly provide an example plan. The PMC thing/type of character thing was a good example of what you might offer.
You may want to split it up into a non-plan basis. You may want to start by giving people a choice of whether they want to be a government, a hive mind, a single character, and so forth, while giving text on what type of play that would result in. You would then provide choices based on that, like how the hive-mind functions for hive-minds, how old/what gender/etc. for individuals, and which department we'd be subordinate to for the government program.
