Regardless, in terms of the plan, I am super skeptical of using Nejibana. Even ignoring the issue of Rukia getting incredibly caught off guard, this is something we can't maintain for very long, and we are defenseless afterwards, unless I'm majorly misunderstanding something about this. This has to be something we only pull out when we can end the fight, or when someone will die or get injured without it, at which point we try to end the fight as soon as we can. When we get it to a point that it can last a battle and not be a danger to ourselves, and we're facing opponents we can't just blitz, then we should use it for battlefield control.

It would have been better with all out assault when releasing Nejibana. She could surely create her own openings to exploit?

As it stands now she will be relying on Rukia to create the opening. Rukia might not freak out and be useless, but she won't be able to do the best that she can.

In regards to Shikai, because I saw some people asking - you're not likely to collapse mid-fight, but you might collapse after it. It's tiring, but that applies more to very extended use than a single short battle.

In this case, it's the sort of thing where there is only one vote, what our strategy is. And each strategy either involves releasing Nejibana or not. Nejibana shouldn't be considered a separately counted vote when it is integral to how the other vote is executed.

Perhaps the moral of the story is you shouldn't create a tactics vote and separately ask if they want to use something that will significantly affect their tactics. Something like

Except that none of the tactics votes I gave had Nejibana's Shikai required to work. This wouldn't have been an issue if there weren't a bunch of people voting for nothing but the Shikai vote :V
