Coil didn't hire them to come to the Bay until April 2011, they're probably working for Accord in Boston right now.
He only appears in persona stuff, and even if he exist he only exist in smt1-2 timeline.

I've been taught by SMT that magic is always best for the MC character, but a GUN build seems fine.

Because practically everyone being drawn to law/chaos, while a desperate, weak minority stays neutral (read: sane) is half the point of SMT. Well, that and killing god/lucifer/yhvh.
Really, Law winning is the worst case scenario. Chaos at least leaves potential for humans to survive, even if it becomes survival of the fittest.
