IMO, all of the befriending options come with nasty potential pitfalls, it's just a matter of which has the better risk-reward tradeoff
True, but trying for all of them like SVS wants is pure suicide and will 100% blow up in our face. We have negative diplomacy, expecting any diplomacy to go well and not blow up in our face in a catastrophic fashion like it does in canon is peak stupid. The plan doesn't even include reducing the -12 malus which is going to take 6 turns to remove, because clearly trying to diplomance fucking Oriko is more important. Nor does it even include acquiring a disguise before raiding a terrorist group. Nor does it even include saying hello to Madoka.

It's just a bad idea on so many levels. Contacting Kyoko has the lowest risk and highest reward assumed here, and we are not remotely ready to raid terroists.

Another thing, we have no time travel, so if Oriko kills Madoka we're fucked, trying to bring them in is a bad idea. I fully expect if SVS plan wins, Oriko 'allies' with us so that she can kill Madoka again, or outright tries to kill us with Kirika to remove us as a threat (and probably succeeds, because we're just a crippled teenager with shitty guns). Let's not go around vomiting our existence to every single party with our shit diplomacy so we can make enemies with EVERYONE in one turn. Especially without a goddamn disguise.

I'm going to do a breakdown of the pros and cons of all these options, the way that I see it.

Weakness - Generic stat-boosting option, same as last time. What you see is what you get, can't really go wrong with this. Not exactly massive gains, if the 2 points from before were any indication, but nothing to lose either.

Uncertain Friends Allies: Local - Of all the Allies options, this is probably the lowest risk. Mainly because - unless Mami's personality is significantly different from canon - the girl has a sense of honor and is unlikely to attack Homura, if all Homura wants is to do chat. Not even if she's highly alarmed about Homura knowing her civilian identity and where she lives. There's no guarantee she'll agree to anything, but also not much risk she'll try to take advantage of Homura later even if they don't come to an immediate agreement.

Uncertain Friends Allies: Distant - Slightly riskier. Kyoko probably still has her hypnosis (I think in canon she was using it to constantly book herself into hotel rooms) and might get alarmed enough at Homura knowing who she is out of costume to attack her. With all the parahuman gangs around, she might not trust that Homura isn't working for one of them. There's not even any guarantee Kyoko herself isn't in a gang, though if her personality remains intact, she's probably still a lone-wolf.

Unknown Actors - My guess is that this potentially includes Nagisa Momoe. But otherwise, it's a complete question mark. Unknown risk, unknown reward. Could include characters from Worm too, though there weren't exactly many known to still be in Japan, maybe the remaining members of the Sentai Elite previously mentioned.

An Unthinkable Alliance - The riskiest Allies option. Though probably also the highest reward if it works out, since unless something has dramatically changed, succeeding means a 2-for-1 deal getting both Oriko and Kirika. Oriko probably still has some kind of Thinker power, given her canon wish involved her wanting to know things. However, I have a suspicion Kirika's isn't going to be quite the same - her canon wish was to change herself for Mikuni, which practically screams having a Changer power of some kind. There's no guarantee that Oriko's power won't still feed her information to set her against Madoka and Homura, though if the Worm precog limitations about Trigger Events apply, there's also a distinct chance it wouldn't have. Equal likelihood of either happening.

Introduction: A Warning - IMO, this is asking for trouble. Madoka just lost family to parahumans, Homura coming by to warn her about more trouble could easily make her assume (correctly) that Homura is involved with parahumans and the trouble is another external parahuman threat. Which isn't precisely wrong when it comes to Walpurgisnacht, but the real threat is Madoka herself having a bad Trigger Event. Which putting stress and pressure onto Madoka could potentially accelerate, if it hasn't already happened.

Introduction: Normal? - The more sane option, IMO. Between the two introduction options, this would be the one I pick. If Homura still has the cat, it might be possible to leverage that to get in with her. Even if she botches it, that's probably less bad than trying to warn Madoka about threats when she's already been exposed to the dangers of superpowered crazy people.

Explosive production - This is like Weakness in terms of risk and gain, except we're getting a limited supply of bombs rather than a bit more muscle.

Supply Procurement - Like Explosive Production, except instead of bombs, it's for vehicles and other non-combat related tools. IMO, of all the "no-risk improvement" option, this might be the most useful. A vehicle would drastically increase what Homura can do with her limited few minutes of timestop. You can travel a lot further in a few minutes with a bike or a car than running.

Going Out in Disguise - The only real benefits of this is to build up a reputation and to get away with brandishing guns out in the open, since Homura's power isn't one that can visibly be seen as long as she doesn't get caught "teleporting". Unless we have a plan that requires Homura to have a big reputation or that requires her to openly go guns blazing in front of many people, I don't actually think Homura extensively benefits from a costume. At least not at this point - we don't even have any good guns to start waging open warfare with.

Raid the Roses: Part 1 - Out of all the "Attack" options, it's either this or the Church that are the riskiest options. These guys are brazen, they do home invasions and bombings and would probably start a gunfight on an open street if they thought they'd win. If we started down on this, we'd probably end up having to ally with people the Rose Garden already are at war with, which is probably going to be another parahuman gang, to get enough firepower to win. And then it's going to get messier and messier from there.

Hamper the Hackers: Part 1 - Pro: They have tinkertech to steal. Con: They have tinkertech to use on Homura. Though if forced to pick between this, the Church and the Rose Garden, I would probably go with this one as it seems the least risky of the three, due to them being less organized than the Church or the Rose Garden.

Contest the Cult: Part 1 - The description makes it seem like they've got a Master working for them. That sounds like trouble no matter what. On one hand, they appear to have Tinkertech knives to steal, but on the other hand.... the Master. Depending on how their power works, it could be worse than Rose Garden, since even though the latter are brutal and violence, they at least seem straightforward in their tactics. It could also end up being easier, if breaking the Master means that all the followers instantly stop following the Church (which is nowhere near guaranteed to happen).

A City of Danger - Out of all the Attack options, this one seems the least risky, as it basically involves only low-level criminals- though chances are at least one of the serial killers is a parahuman. This is also probably the option that is most likely to lead Homura to start her own parahuman gang.

Acquiring weapons: Military - This is probably not exactly a "no-risk improvement" option like Weakness or Supply Procurement since it runs the risk of attracting attention from the Japanese version of the PRT, but would likely require a critical failure for Homura to get any blowback from attempting.

....I'm thinking getting our hands on some Tinkertech is worth a bit of risk. Even better, if Homura can get her hands on the tech KWSK use to gather information on people, it could be put to use against other threats like the Church and Rose Garden too.

Trying to make contact with Kyoko solo out of the blue is risky, but if we make contact with Mami first, it could probably smooth things over with her. Kyoko might not actually have split off from Mami here (if they were ever working together) - given the different circumstances of the world, chances are they may not actually have gotten into the kind of argument they did over Familiars in canon.

The big flaw with Mami is that she is liable to drag Madoka and Sayaka into things, and is likely at the beck and call of QB, if he exists in this timeline. If he does exist, he's probably a power granter like Teacher, and Accord-like, or maybe an incarnate shard, or something. While it would be nice to remove her from his influence, we'd need a miracle with our diplomacy. It just means befriending Madoka is even more important, because she's our diplomacy score, like we're her prowess score.

Going after the hackers seems less risky, but it isn't. They have lots of influence, blackmail, and money to throw around to get at us, so I wouldn't be surprised if Kyoko and/or someone else wound up being paid to off us in that case. If you plan to hit them, a disguise is essential, there's no way no one will have cameras or be unable to track us down and then we'll be vulnerable to a counterattack.

It is probably the softest target aside from the military base, though, and tinkertech is pretty damn good.

Point taken about the disguise, I'll swap out the Weakness option for it.

It's not I think that going after the hackers is wholly risk-less, just that I regard the Tinkertech loot as being worth the risk. Especially access to the same information gathering capabilities that they have.

Madoka, unfortunately, is herself already knee-deep in this whole parahuman crap given what happened to her family. After what Rose Garden did, I'm not sure that Mami talking to her is going to make much more of a difference. And if Kyubey is somehow still around granting powers, he'll be coming for Madoka anyway, with or without Mami's involvement. This is true regardless of whether Kyubey is his own party, or whether he's been folded into either Cauldron or the Entities themselves.

We have a 0 - -3~ malus with most of our existing guns, presently, meaning we're going to be annihilated in most combat, and we can't speed it up beyond +2/turn. Attempted diplomacy with our net negative diplomacy and 6 base is far less important than being able to actually fight.

You're assuming the Diplomacy score is actually going to be what gets used in recruiting Mami and Kyoko as allies.

I think there's a good chance it would be her Intrigue score that gets used instead, which would explain why these options were labelled "... Allies" with "Friends" crossed out. She doesn't have the Diplomacy score to actually befriend them, but she can cut deals with them and come to professional arrangements using Intrigue.

Also, no matter how much Homura improves her body, I'm not sure how much it will help against a lot of parahuman powers. At the moment, if there is a fight she can't win by planting a bomb in time stop, it's not likely to be a fight she can win at all. Tinkertech helps against esoteric energy barriers and Brute protections. More Prowess? Not so sure about that.

Homura's combat style is as acrobatic as Mami's is and is reliant on an enduring enough physique to survive high speed combat. Our highest stat is prowess, and it acts as a direct malus to most combat in this gamification. The faster she can move, the more she can do and the farther she can go during a timestop, it's the most important stat we have, and also the highest stat we have, in a world filled with numerous threats on Madoka. Remember, we're coming out of heart surgery after being hospitalized for years, we're not even at Lelouch-tier physique yet, we're at crippled preteen level. Don't expect to be able to run.

Expecting bombs to work on everything is foolhardy, as is expecting to always have enough of them. We don't have hammerspace (yet?), so we're limited by what we can physically carry. Which loops back to her physique.

That's a good point about the intrigue, though.

Just because Taylor got hers at the same time as her first trigger (well, OK, according to Wildbow hers was more of a gimped "1.5 Trigger") doesn't mean they don't happen later on to other people too. And then of course, there's Broken Triggers.
Assuming Homura's isn't a Broken Triger (it probably isn't, and this still assumes that she has a shard instead of having some odd magical jank), that means she would have to undergo the same trauma she's been undergoing for a long time X2. It's safe to assume that a Second Trigger scenario would be bad enough to just outright break her, I'd think.

Honestly, Madoka dying would instantly cause that. There are no resets, after all (that we know of).

Nothing else would, I doubt even the S9 could break her at this point because she sees no worth or care for herself right now and she's long since used to all sorts of emotional and physical pain to the point of being her default.

I have a theory about this, actually.

Either resetting after Walpurgisnacht kills everyone will be what counts as her Second Trigger.

.....Or else, she already had one. Homura waking up in the hospital with memories of the Madoka timelines is the result of a Second Trigger.

That is to say, it may be that this version Homura has never actually traveled through multiple timelines before. She just thinks she has, because she's suddenly received memories from the Madoka-universe version of herself and all the memories she had of living in her current one have been wiped by it.

Could be this version of Homura has already had her time stop powers for quite some time before she woke up, and then being in the hospital gave her a Second Trigger in the form of a Thinker power bestowing her alternate timeline memories from her Madoka-universe self.

Homura thinks she was in the hospital because of a heart problem. It could have been something else that put her in the hospital. Something Second-Trigger-traumatic and any particular problems she might have with her heart might not actually have been caused by genetics in this timeline.

Seems kind of silly to second trigger and gain a parallel selves memories AND lose your original memories from it, with no real improvement in performance or ability, while also happening to return to your usual starting point with the same absentee parents and so forth. It makes far too many assumptions, when it makes significantly more sense if this is just a parallel timeline Homura hopped to because Madoka made a dumb wish at the end of the last loop. In that case, her timestop is inherently her own and can be developed, maybe even eventually getting our hammerspace back after some experimentation.

I'm very conflicted on this, I would like to try and ally with Mami and Oriko soon, but I think starting with Kyoko makes more sense in character, and she's probably the one who'd best handle Homura's inevitable weirdness of not knowing common knowledge. We also just need general info on the area and I think she'd be able to help with that.

Hair bleach, nail polish remover, antiseptic, chemicals refined and concentrated. Flour, oil, and sawdust to act as fuel. A shell of steel and brass. Each reaction carefully timed, each mixture combined with a deft hand, each bomb another weapon against the threats that infest the world. That you are unable to maintain your precision in stopped time is the only thing holding you back from working for hours and hours on end. As you gaze upon the fruits of your labor, issues begin to rear their ugly heads all stemming from the same source. You've overdone it. You've made a batch of bombs perfectly to your usual specifications.

Which is to say you got caught up in the act of making and you failed to consider your current conditions. Without your shield's storage you are going to be limited in how many you are going to be able to safely carry. Where before you could reasonably survive getting caught in a blast so long as your soul gem was unharmed, now you are only human and even one mistake would be crippling.

There is also a thought that lingered in the back of your mind as you worked. A nagging concept you didn't want to acknowledge. For the first time, most of your enemies are going to be human. Ordinary humans without any sort of power. That would die with a single well placed shot or even getting caught by the edge of one of your bombs. How much killing can you justify? If it means Madoka survives, you would willingly become a blood soaked monster that she could only fear and hate. But should it be the first resort you turn to?

The concept of shooting to wound is a fallacy made up by movies and manga, every shot has the chance of being lethal be it due to ill luck or a lack of immediate care. However your time stop gives you enough of an advantage to act with some discretion. In this cruel world, you can at least not make it worse.

But with the state of the city growing worse and with more people turning to crime, the periphery has also grown beyond its former bounds. Whereas before the market was a small thing barely able to hold twenty people at once, now a hole has been blown into the wall of one of the abandoned factories with most of that space taken up. The place reeks of desperation, a deep streak of hunger is present in the eyes of the merchants, while the goods and services on offer have stepped even further into the illegal. While lacking in the field of weaponry everything else from common goods that "fell off the back of a truck" to "surplus" military equipment is for sale here.

The culture of capes is alien to your experiences. The crafting of an additional identity as protection only serves as much use as what the most ruthless allows it to. If you were forced to be generous it is an act of self expression and control in a world that is constantly approaching ruin. Creativity was never your strong suit, nor was it a skill that you ever had reason to cultivate, that spark was always something you appreciated in Madoka. And yet you have to make something, because being seen as safe to attack no matter when and where is a risk you can't afford to take.

Recreating your magical girl outfit would be a simple option. A white blouse, grey skirt, and sailor's collar, adding a half mask and some holsters for your guns and a bag for your bombs while losing the heels would work well.

You are going to be using guns. Your costume should be made to facilitate that. Something grey in the style of a military uniform would serve as the base, with enough additional elements to qualify as a costume.

The most common explanation for powers is draped in the trapping of science, but that simply does not sit right with you. Magic is what you know so you could adopt that imagery. There is an old black dress in a western style that could be built off of. You would have to come up with some creative elements to make the idea work but it would make a statement.

I'd been thinking about this as soon as the notion of a costume was floated. Homura would be too pragmatic to choose anything linked to her main power, but at the same time I feel she'd want to go with something that, if you were in the know, you would know.

I feel with a name like that, we're either going to draw unwanted attention from the witches we have yet to hunt, or we're going to draw the ire from other heroes who think we're too big for our britches because we've given ourselves a name we've yet to follow through on. Kind of hard to call ourselves "witch-hunter" when we have yet to hunt a single witch as of our naming. If we want to name ourselves that, I think we should hunt and successfully take down one of the witches we know about (Like the Rose Garden because they hurt Madoka, hint hint) and if not, if we'd rather name ourselves first, then my suggestion would be

Yes, I am blatantly stealing the name from the Shy hero. No, I do not care. It was the first name I thought of when I thought about Homura being a costumed hero, and since Shy has yet to exist in this universe, we're not actually stealing it quite yet.

The -2 prowess kills it, tbh. A stab vest is better, no malus. The custom fit is best, but we don't have the money for it.

Anyways, I think this is an apropos plan. We don't have the luxury to pull our punches as a gunner, and since this is Japan's answer to Brockton Bay, the prisons are useless.

Zip ties for interrogations, lock picks and climbing gear for stealth and thievery, Dishonored-style, which timestop enhances (which is crucial given our physical state), bike to speed up self-improvement and work as our transport, first aid for first aid, and the stab vest as temporary armor. Our melee is our weak spot, so the stab vest is fine.

No phone needed right now, because we have no allies to begin with, and it's not like Kyoko will have a cellphone anyway. Hell, given Worm's timeframe and the economic condition of the city, I'd doubt that too many highschoolers have cell phones.
