People laugh like you're joking. Building a hospital is absolutely the right move, and we've got the supplies to do it
Honestly if I was going to build a dedicated hospital ship off of this hull I would want to do a few major modifications. Swapping the loading deck for a full shuttle deck and fabrication for triage are the obvious ones to start with yes. But the biggest one for me would be making the pod non-detachable with lots of reinforcement struts to make sure it's not going anywhere and then adding a trunk line connection to the main hull to allow direct high-throughput turbo-lifts to the (permanent) hospital-pod, and maybe a smaller secondary one to the engineering hull and its shuttle bay.

Edit: Obviously this would need to be its own sub-class built to this configuration from the start rather than some kind of refit or modification to an existing ship.

My idea for a hospital variant is that when 3rd party companies start making their own compatible pods is when we start to see all the interesting ideas we've had - as long as it connects up and meets the required standards; anyone could design and make one.
I could easily imagine a hospital variant being shipped out to every starbase as part of their "Emergency Medical Rapid Response" - In the event the base gets a message about an incident, they contact the nearest ship to haul ass to them ASAP, collect the pod and head off to the incident as fast as possible. It's a really effective, won't cost that much, and if docked properly could be used by the base if they have an incident. There's going to be a lot of injuries in the upcoming wars, do our bases have enough medical capacity and what's a cost effective way to rapidly expand it?
 
The really hard to manufacture bit is the doctors and nurses.

Triage would be good if we were making a disaster response ship. We should probably do that with a diplomatic cruiser design rather than an engineering cruiser, though.
Less so than you would think. You have subspace coms. Sure, your long distance charges rack up, but while having doctors on site is best, putting in a subspace call to SanFran research hospital on Earth and having them basically treat the crew of the Halley like long distance hands is the next best thing.

That said, if there is an option for souped up communication systems in the last vote I am going to be tempted.
