I'd rather root this in the bud now before those protests for worker rights and industrial sabotage of our central foundries escalate into organized violence against the rich/noble and anti-monarchist pressure.
I know that it's tempting to just arrest the Ranaldians and exterminate their cult but it's missing the bigger picture here. The Ranaldians would've never been able to have this much sway with the lower classes which gave them the capability to strike our core industrial centers and have such an information lockdown without there being some underlying pressure amongst the lower classes of Nulns that our Nobel MC doesn't know about or is used to ignoring. If we crush the Ranaldians without at least being willing to negotiate first that pressure and resentment amongst the lower classes will grow, and with the Ranaldians out of the picture, something more sinister could use that societal pressure amongst the people of our capital for more malicious means than just getting workers rights and more freedoms for the people. Without the Ranaldians acting as a better alternative for our people, vampiric or chaos influence could embed itself using the desperation of our peasantry, festering and growing unchecked until eventually lashing out in the worst possible moment. So yea, negotiating with the Ranaldians is much more preferable than leaving room for something worse to grow in the hearts & minds of our people.
The negation isn't just a one-sided trade deal where we surrender our rights, we can also ask for things from them as well like officially working with our intelligence agencies and distributing propaganda displaying our MC as someone who'll listen to the people's plight, thus giving us better PR than any pamphlet we could ever print. In times of crises like the vampire wars to come, the Ranaldians would be excellent for defending our homefront from enemy vampiric spies and keeping our population content and tolerant when they would've been in open rebellion. Sure we may lose some face with our fellow nobels, but as a ruler, we've already participated in 2 major successful military operations while also investing heavily into the lands of our vessels to make them richer, thus I believe that nobels that we care about will respect us enough that the damage will be minimal in comparisons to the potential long-term strategic advantages we could get in the long run with courting the Ranaldians.

The restore ranks action needs less progress each turn which is the passive, we can take the action to increase the speed.
Is there a way for us to increase that passive regeneration more permanently? Will having our subjects like us more, increasing their general martial skill & fitness, or having more unemployed people with fewer prospects increase the replenishment rate? Maybe we could create a separate youth organization staffed by veterans and trainers to give any male youth below 18 years old the chance to participate in light training exercises and games (mixed in with a healthy amount of pro-empire & pro-Sigmar propaganda) in exchange for hot meals, shelter, and a head start once they join the military. This organization would mostly target street urchins and other kids with little prospect in life who'd normally turn into gangsters to instead be funneled into the military or be groomed as potential agents for our intelligence organizations. Think of it as something akin to the "League of Karl Franz" but instead of partying like a bunch of rich kids, it's an indoctrination center/training camp for future soldiers/non-knight elite troops of the empire.
It would be efficient to improve our infrastructure and economy and as a side effect improve the replenishment of our military forces.

Vlad is the overarching threat, but right now, the Ranaldians have been causing more trouble for us and getting away with it than any other faction. So far we haven't been antagonised by any of the other faction and outside of the Ranaldians, none of the minor threats have been both ongoing and gathered a presence to them.
