If we're going for characters that don't arrive in via incident...
The Three faries (Sunny, Luna, and Star), as well as Kosuzu and Akyuu.
I'm assuming we're going to be getting plenty of people like Aya, or Kasen as time goes on, and we get easier places to introduce them. But at this particular point in time, the Funny Problem Makers (who aren't that much of a propblem) and Other Kinda Normal-ish people would be nice to find.

Ok, I think we should investigate the shrine before going to the university.
I have a theory about the scholarship but I have no idea about the consequences.
Would we have to move or commute to Kyoto to follow classes ?
Would it just be the professor class or a full semester worth ?
Would we just go there for classes we are interested with or would it be a full time investment for a long period of time?

Eh, taking on peoples advice about Yuuka to heart, we do need to learn how to deal with bad situaitons.
A thing I'll reccomend once we've got some income is getting another hobby - It seems to be a way to raise our stats, and we could do with either Allure or Aplomb getting a level. Especially if we start asking around for stuff, we're going to need to either charm people or keep our cool.

There is a good reason why we chose gardening. For example, I'm very curious what will happen if Yuuka takes on teaching Reimu the intricacies of dealing with the supernatural.
I really want to see the characters from SDM. As for non-incident characters, I'd love to see Keine and Hieda no Akyuu. Among other things, both can provide a good perspective on the current state of Gensokyo.

Based on being specifically asked about non-incident introduced characters, I imagine that we're possibly still getting the incidents as events later. Just with the context highly changed and probably harder to notice by normals.

This is 100% personal bias speaking (hello, profile picture), but I'd like to see Sumireko make an appearance sometime. Having some more Outside World characters to keep the contrast with the strangeness of Gensokyo would be nice, but admittedly, the most important character from there would be Sanae, and I feel like she's going to be the one visiting us.
