I can't say the Eightfold Path would approve of this sort of manipulation. That's not quite the right word, but "profiteering" is too strong for Ichirin is doing.

Reimu showing up because someone messed with the border on the way in just kinda makes sense to me. How she'll react is a bit up in the air - it could be anything from kinda grumpy to full on Reimu on a warpath channeling that "I beat up Shinki when I was like 10, and you just made me mad" energy.
