Back from the restaurant (it was lovely), and fixed the visual flowchart to put AsuraAtlas' plans in their correct places.
I thought about redoing a version based on a different set of divisions. But it looks like things have settled into two main plans anyway while I've been gone and they're pretty distinct.

I think it would be cool to see a big post comparing and contrasting the different waystone networks Mathilde is aware of. This plan creates the opportunity to allow that post. Also, I think it would be a good idea to know just a bit more about the differing networks before making a new waystone, so we can be sure it'll suit everyone's needs. Or at least be aware of any problems the waystone designs will cause before picking one.
Also, Kislev has thus far been the big winner in terms of not sharing any of their waystone secrets. I'd really like to turn them upside down and shake a few secrets loose from them, to borrow a phrase. I think Baba will be useful for prying more secrets out of them since she seems to relish doing so. I went back and forth on including Thorek in that trip, but ultimately included him because I think giving him an opportunity to see first hand how their mini-vortex/cycle works would be useful for letting him evaluate if a similar technique would be useful for the Karaz Ankor. KA network is currently a hub and spoke network, but most of it could easily be converted into a cycle.
Eike should be included in all waystone actions. We have to do this big project to rediscover waystone secrets because nobody taught their apprentices enough about waystones. Let's not make the same mistake and instead make sure our apprentice knows everything we do.

I dislike almost everything about this but it is the only plan with a good reason for not splitting the orb and waystone actions into different turns so they can both use the gambler. So I'll approval vote it.

I will point out that your plan lacks an "Eike Study" section, to represent her independent study. That might be deliberate (since you're including her on four actions and might want her to focus on those) but I figured I should check and make sure that was your intent.
People do not seem to be as into the scope as I thought they will be, just to give an idea of how this could be used as more than just CF fodder: A cheap auditory alarm that works on magic can warn of any large scale magical happening: from an approaching hoard of undead in Sylvania to the green moon being in the sky to a storm of magic blowing in from the north. This could potentially save thousands of lives in Slyvania and Norland especially and something to offer the latter would be nice to have in my opinion.
How I imagine sending Eike to the hochlander will go:
Mathilde: "as you well know Eike it has now been a few years since you started under my tutelage, in this time I have absolutely ignored your grey wizards basics in favor of pumping you full of magical knowledge and economic stratagems.

Thank you. It's deliberate. I don't want to overload her. There's several things I'd like her to study, but I think passing a complete understanding of the waystone network to our apprentice is more important. At least as complete as we can manage.
... I do hope we just write a very detailed book about that at the end honestly...

Not to pick on you specifically, but this sentiment in general that I've seen a fair few times recently is... not wrong, but incomplete. Another way to see the exact same events is the Ice Witches having been forced to show how far they've fallen by being unable to scrape up a single Ice Witch that is both seasoned and literate, and when they chose literate, they ended up feeding the poor girl into the jaws of an ancient ancestral enemy, giving a monster that spent centuries dunking on the Gospodars a chance to do it repeatedly in front of the collected magical traditions of the continent. A grand opportunity for prestige and peacocking has withered on the vine.

That is true, they didn't have to share any secrets because they look like they don't have any and are barely clinging on.
Though I would think with the Tzar now suddenly fully backing the witches and the project maybe sending another witch in support might be nice. Would show the rest that kislev is not just a weak nation in need of rescue but a partner who will try to repay it's debts.
(I wanna see our cool aunty ice witches is what I'm saying.)

It's certainly true that they're in a bad state, but they might in fact have had secrets that we missed the chance to get last turn due to the poor roll Zlata and Niedzwenka had. They didn't even get to ask.
