I don't think Tough is a good choice for a trait.

In fact, I'd rather settle for any of the flat stat boosts over it. Tough is a trait that is only ever relevant in a worst case scenario and with HEAT's mechanics such a state of play is easier to avoid compared to other systems. Sure, it'll be helpful the one time Clarke ends getting majorly hurt or nearly killed, but conversely it'll only be of use that one time.
I mean, we just saw why it's good with Fenix - you can intentionally do something that accumulates so much heat you die from it, and walk away unharmed.

(Actually, it sounds kinda broken - couldn't Fenix have blown up the hive from the very start and skipped the whole mission?)
 
That's still an ability we're limited to using once during an encounter, potentially doesn't protect against emotional distress which is what Clarke suffered the first time we really notably overheated in the quest, and actions that overheat can also increase danger and while Clarke might be able to survive such a scenario thanks to having Tough any allies there with her aren't guaranteed to survive the increased number of enemies because she's the only one that benefits from the Tough trait.

Buying the Fatman will overheat your character, and add +21 Danger to the scene!!!!

For reference the fight against the Zerg where building the Fatboy would have put us into overheat and added that amount of danger had a danger value of 35. Overheating would have bumped up the difficulty of the Aiur fight into one that would have been over 1.5x harder than what we experiences. That fight, might have genuinely killed Fenix.

Having Tough doesn't give us carte blanche to overheat at once during every fight, especially when we're not the only ones fighting because doing so might just kill everyone else. And even if we survive the initial consequences of overheating there's nothing to say that the added danger won't kill us when the next round starts because it's left the enemy with loads of reinforcements and we've used up our one time free overheat.

By comparison Rapid Defensive Employment can be used to protect everyone not just Clarke, and if she so wants, even the people she's fighting by forcing them to cease in that moment. It being a power also means when we use it, it flushes heat.

On top of that we're getting to the point where intrigue is going to be the deciding factor of our encounters. Sarah is hiding crucial secrets and there are things to suggest she has mixed character motivations. Being able to suss those out could be the difference between saving her and damning her to staying the Queen of Blades. We're set to negotiate with Valerian who is a potential ally, but will be doing all he can to hide that fact given his position as Crown Prince and uncertainty of where Clarke stands.

If these encounters lead to fights that's not a good thing, because then a character we know is going to suffer and be damned to a villain arc or we let Mengsk run around us in circles and get what he wants, so it's in our interest to have access to abilities to prevent them from devolving into fights where we're able to use Tough.

He'd have blown up one (1) enemy, then not have toughness for future enemies!

"No," you said, shrugging. "I just..." You frowned. You realized, suddenly, just how...very odd that was. You'd have expected it to have come up at some point before now. You watched her face and saw a flicker of panic there. She then grinned, a little.

"It's Teller," she said. "Sarah Teller." She rolled onto her haunches, sitting up and looking down at you. "Such an amazing revelation, I know."

You laid on your back, wincing slightly as you shifted in the bed.

Something about that felt...wrong. You had enough time to get a read on Sarah, to understand her emotions - the way her nose scrinkled when she was amused, the pensive look in her eyes when she was worried. And the faintly shifty look she got when she lied about who had stolen your best coffee mug, even after you'd explained they were infinitely replicable.

"Is everything all right, Sarah?" you asked.

"Yeah," she said, then grinned. "Just...nervous being around Protoss."
