To put it into numbers:

3.5 (Base) * 0.8 (Average stagnancy) * .6 (Two SC sealing days) * 12 (Months in year) = 20.16

It's an estimate, but that is how much XP the Yamanaka deal costs us over the course of the year. I think it's a good deal for another summoning scroll. Even if Ino gets the better end of the deal, it's only so she can save the lives of the genin/child soldiers of her clan. Don't really blame her.

They do not. And, even if they did, there's a substantial difference between the value of a Goo Bomb an average sealmaster (who are already as rare as stevedores) can make and a maxed-out one made by someone with a level over 60.

Hazō-quality Goo Bombs are extremely hard to get elsewhere, if not actually impossible.
 
Ino and Hazou both want to go on an adventure with each other. In terms of actual exchange, Ino is helping the Goketsu get a literally irreplaceable magic artifact and defying all norms by forfeiting any claim to it, in exchange for a chuunin level attack for her genin. I think this "getting ripped off" outcry is kinda absurd tbh. Ino and Hazou are both offering very valuable things. She's giving up time not just as a Clan Head but as Leaf's best mind reader which the Yamanaka are certainly paid handsomely for, just as Hazou is paying her with his time to make seals.

Honestly it is kinda crazy. The Yamanaka have no summoning scrolls and yet are helping the Gokētsu get their fourth (or fifth if you count Kei who is technically a member of two Clans). A generation from now the Yamanaka hope to have more surviving ninja (who in turn have their own children) but can not be sure that the deal continues under new Clan Heads. And the Gokētsu will have four more Summoning Scrolls than them. Even as the Sarutobi, Nara, Hyūga, Minami and Kei Clans have one each and one will go to whoever inherits it or gets it assigned after Tsunade bites it (assuming no further Scrolls are won for Leaf).


Edit: Just to make sure, are our ninja actually all equipped with Hazō grade (or Kagome grade) Goo Bombs?

I think it actually goes to whoever Kei wills IIRC. The Scrolls have a bit more of a personal touch than a lot of other belongings. She'd likely will it to Mari or Ami if they don't become Summoners IMO, hoping they could fix Pangolin society.

Updated plan, moved sections around. Removed Nobs from bandits, since that sounds like a drag. Added thinking "For Jashin!" while killing bandits, since that was the result of the poll I ran. I'll keep updating this until about 9 PM so make your suggestions now!

To be quite honest, I was kind of assuming that Shikamaru would have a biological child at some point and that Kei would parent said child regardless of whether she's it's biological mother. I would then not be surprised if her attachment to her nuclear family becomes great enough that she decides to leave the Scroll to the Clan that has no Scrolls, even if for whatever reason she can't directly leave it to the child she's raising.

All this of course presupposes a predictable future without upsets or accidents. This on its own is unlikely, yet I am sure that the long lived Clans base at least some of their decision making on such projections. That said, if Kei dies any time soon I am sure Ami or Mari would get the Scroll, as you said.

Even worse, neither Nobouri nor Hazoupilot have noticed/internalised this.

If we involve him, he *will* get Nobouri to tell him why. When he does, he *will* tell Orochimaru.

Orochimaru learning about our necromancy plans would be an absolute disaster. Even if you somehow think the risk of Nobouri has 90% odds of resisting Kabouto's social-spec abilities(something he's literally never managed before) it still isn't worth the risk.

I observe that Mari probably has already shared whatever Lightning ninjutsu she has, and the techniques she's already given in the Contest are public domain for everyone to get. Anyone who does not have them has either chosen not to or does not possess the prerequisite affinity.

I am a bit confused by this section. What is the "almost" in "almost nothing useful for combat referencing? The diagnostic seals? How are they useful for combat? If not the diagnostic seals, why bring them up at all. Cutting the mention of diagnostic seals would be 11 words gained.

I still kind of feel like that is a tiny bit disingenuous. For one we are at a meeting where we discuss whether we held anything crucial back and then make a show out of distributing something to exactly one additional person. Special jōnin is not something everyone expects to reach some day. For another there are chūnin who had and presumably still will have access to MARS. Noburi and Kei. And the only new person getting access is Noburi's wife.

I still think we can postpone this till his graduation. If for no other reason than because the QMs most likely haven't finalized her sheet yet. But also narratively Hazō just doesn't have control over his training yet and I wouldn't want to juggle her skill ups with the demands of the Academy instructors and their benchmarks, whatever they might be.

These seem like things that are fundamentally okay but not time sensitive. Consider whether it's worth cutting them for word count XP.

Also, why suddenly the interest in paper jutsu?

Also, comparing the amount of time spent instead of the value of the goods exchanged is a disingenuous way to phrase it. As an extreme example, twelve hours of a surgeon's time is worth way more than than twelve hours of a cashier's time (since you could easily substitute the labor of the cashier with someone else). Trades are always based on the valuation of the goods or services being exchanged, not solely on the time the services entails. A Clan Head like Ino would absolutely operate like this.

We are going to be paying her for that mission, so what we're really purchasing is her forfeit of the scroll and a guarantee that she'll make herself available for it. Both valuable things, to be sure, but not nearly at the level of over two and a half thousand Goo Bomb seals which each can allow even one of her weakest genin to hit well above their weight class.

A month of a Clan Head's time is absurdly valuable and much more so when it is all taken at once.

She wants us to be on that mission too, so Ino also requested an equal amount of our own Clan Head's time in addition to the twenty four days she commissioned our jōnin-level sealing for.

We very easily could have Noburi lead the mission and give him regular instructions via the Seventh Path or just have Mari lead a small infiltration group, plus the Senior Yamanaka we requested.

They're not in the library, which is unsurprising since jōnin-level techniques usually don't end up there. They're not available to our clanmates at the moment, and this would be a good way to fix that.
