If Kei wants us to sell KEI a training textbook, then the KEI can buy it from us. I am very disinclined to give away yet more of our stuff away for free. And given how many directions our attention is pulled? It had either be something that contributes to those ends, or something that reduces the load elsewhere.
One such example, the KEI have the Condor Summoner, right? She can take Jiraiya's sealing lootboxes, and raise Sealing all the way to 50 to help with the Dragonwar. That gives us another solid sealmaster working on weapons to kill Dragons.

I want to try to make some progress on our background social issues before they explode. I think that this plan represents just enough work that we'll be able to leave this stuff to Mari for a while and focus on sealing and adventuring and whatnot.

- What do they want? What issues do they see? Do they have ideas? You need a solution that works for everyone.
- Encourage them to ruminate: you don't need an answer immediately.

- Donate equivalent Goketsu jutsu/seals to the KEI?
- Clan members set fixed prerequisites for other Goketsu learning their techniques?

I will vote for this (and similar plans) if it's updated to include the option of a similarly-powerful Yamanaka.
Honestly, Hazo and Ino and Mari and Noburi being out of the village together for a while is a scary prospect. Last time we left, the Hagoromo took advantage of the opportunity to do significant reputational damage. With another one of our allies off the board? Seems like a bad time.

- Discuss with Mari, Ino, Noburi, Kei, and Snowflake (MINKS).
- Additionally, encourage Mari to share a few more of her ninjutsu.
- Over half the clan shares her Lightning Element; more ninjutsu could be genuinely gamechanging for them.
- At the very least, share the techniques she contributed to the Tower with the Clan.
- Meet with aggrieved Goketsu, either individually or in a group as MINKS recommend.
- Goals, in order. Follow the general structure
- Understand their issues and the drivers (logical and emotional) for these issues.
- Understand their desired outcomes and the reasons (logical and emotional) they want these things.
- Work collaboratively towards a mutually-acceptable solution.
- Meta-goal: demonstrate that you respect them and want to work with them, not just boss them around.
- Goals, in order. Follow the general structure
- Tone/approach:
- Hazo Classic: open, honest, earnest.
- Let them lead. Be consultative. Listen. Focus on understanding problems and root causes before proposing solutions.

Rocket boots does make sense to finish. The problem is people want to jump straight into RRBs modded for difficulty to unstagnate us afterwards, instead of 4fsop. Very tunneled in on Big Punch Number.
4fsop is jonin prior to notes chunin after, so we should be able to make one *hell* of a defensive seal here by unstagnating with it. You need to do a round of infusion to know if a seal will unstagnate you unfortunately, prep days aren't enough.
I'd start with "4fsop with looser element placement requirements"

If your final goal is to make a version of 4FSoP at our max level, it makes sense to make the regular version first in order to reduce the complexity as much as possible. On-level projects that have no complexity reductions take months and months. Definitely worth making the jonin version first.
