You know what would really empower our clan? More techniques (especially non-elemental ones) that our clan members can learn. Recent events have showed us that we have to pivot some of our focus from "acquiring more members" to "acquiring good things for those members" and this is an good opportunity to do so.

We're giving away a very large amount of very powerful seals. The Yamanaka are a Founding Clan and must have picked up some good things over the years. Do they have anything good that isn't exclusive to them or already in the Private Library?
 
I think this Yamanaka deal is definitely a great opportunity to secure something for our clan members. Hazou sacrificing his time to provide life saving seals to the Yamanaka and provide opportunities to his own clan ninja is a really good look.

On that note, are our goo bombs already freely available to our own clan ninja? If not we should be dedicating at least equal seal scribing time to making goo bombs for our own ninja. Mari said it true, maybe our juice wouldn't have saved the life of any of the ninja we lost, but we don't know because they didn't have it.

This is a pretty cool idea, and 'seal which exerts a certain, small amount of force to within relatively tight tolerances' doesn't sound too difficult to research. Once we get reusable seals going, we can start opening doors in our compound with seals.
*grumbles about 'nothing ever sounds hard to them and they are attempting to anchor on easy before we even consider it in order to influence us and grumble grumble get off my lawn*

(If this is not known I do not want to know because I don't want sealing to get grued.)

Reusable Rocket Boots being doable implies that the paper survives activation. Unless damage to the paper *is* why the rocket boots are single-use, in which we should learn to make the explosion happen 1cm away from the seal, and then give the seal a condensed coreundum covering.
Note that rocket boot seals are stepped-down directional explosives that attach to the sole of your shoe, pointing up at your feet. Because they are reactionless, when they go off they push on you without a countering force, throwing you upwards (or whatever orientation your feet are pointing). Ergo, having the explosion go off 1cm from the seal would mean it was inside your foot. Even were that possible it would be a bad plan.

As I was told after writing that update we all know, multi-element techniques are always the product of bloodline abilities, not something that any jutsu hacker can simply whip up. Obviously, this is Hazō's belief and it's possible that there are exceptions.

The players: So Cat, who we know is Sarutobi Chiyoko, has a bloodline?

Me: Errr...the Sarutobi are not known for having a bloodline, no.

The players: So multi-element techniques are real! Cool!

Me: Errrr...um...sometimes people from non-bloodline families spontaneously have a weird bloodline ability that does not breed true? Maybe?

Wait, what?! My understanding was that they were just really hard to make and super rare. Something you'd only find in Sarutobi (Hiruzen's Clan) or maybe in the Uchiha's titanic collection. That's why Cat had one, and why Asuma implied that Akane couldn't learn the best Fire ninjutsu with just her element.

Powerful multi-element jutsu are so cool! Please don't get rid of them. Think of all the cool fighting
("That one ANBU" refers to Cat, who used a fog- and lightning-based privacy technique during the Chūnin Exams.)

Apart from that one time, Hazō has never heard of multi-element ninjutsu. He'd assume it's either a one-and-done bloodline or one of Sarutobi Hiruzen's ninjutsu design masterpieces.

I have an alternative out you could use: as we know, you must say the name of the technique before you use it, or it doesn't work. This means that Cat must be using a jutsu that is "Water and Lightning Element", right? Wrong! It could just be "Lightning Element", with the "Water and" prefix being a completely superfluous addition meant to confuse onlookers into thinking that Cat knows a multi-element jutsu!

Now, I dunno how Lightning element would produce a fog-like technique, but I suppose if you managed to TH up something like that you'd be at least curious about whether you could sell it as a bonafide water jutsu.

Nah I don't. I love the CATEARS seal idea, but it only activates one seal, like ARS. Rocket Boots are equipped in pairs, so you need a MARS derivative instead of an ARS derivative.

Couldn't you just retcon this to a be a Water technique? It's not like it actually matters to the story, it's just a word edit.
 
Duh, lol. Can't believe I missed that.

Although I want to point out, every layer of ARS derivative we filter through increases delay and at some point the buffs will stop working as described.

  • Discuss with Mari, Ino, Noburi, Kei, and Snowflake (MINKS).
  • Meet with aggrieved Goketsu, either individually or in a group as MINKS recommend.
    • Goals, in order. Follow the general structure
      • Understand their issues and the drivers (logical and emotional) for these issues.
      • Understand their desired outcomes and the reasons (logical and emotional) they want these things.
      • Work collaboratively towards a mutually-acceptable solution.
    • Meta-goal: demonstrate that you respect them and want to work with them, not just boss them around.
  • Tone/approach:
    • Hazo Classic: open, honest, earnest.
    • Let them lead. Be consultative. Listen. Focus on understanding problems and root causes before proposing solutions.
    • If Hazo gets frustrated, ask for a minute before reacting/responding.
    • There are systemic issues here (clan vs. clanless vs. KEI) that are related but beyond your scope to entirely fix. If things drift, acknowledge the problems and re-focus on the issue at hand.
  • Open with:
    • Demanding that they hand over their jutsu without talking to them first was a bad move.
    • You're new at being a clan head. You make mistakes; that was one of them.
    • You're sorry.
  • You want to have a positive relationship with all the Goketsu - not just the ones you lived in the woods with. To that end, you want to navigate this with them.
    • Explain, in broad terms, what Goketsu tricks/techniques they do/don't have access to, and why.
      • You need to re-assess sharing MARS (explain what it is) because it might have leaked with Akane's death. But beyond that? What they have is what everyone has.
      • You're leaving a few things out that you can't share because of national security/Asuma's orders.
    • Tiered access is normal for clans, but you don't want Goketsu to be normal - you want to do better than that.
      • You think clan secrets are a little stupid. The Contest proved it - clans hoard knowledge. Why?
      • What do they want? What issues do they see? Do they have ideas? You need policy for this.
        • This is an opportunity for them to have a pretty big impact - other clans listen to Goketsu, and if they can come up with something that works, it'll likely set precedent for other clans.
  • Hazo's suggestions:
    • Donate Goketsu jutsu/seals to the KEI one-for-one.
    • They set fixed prerequisites for teaching their techniques to other Goketsu (e.g., intermediate proficiency with the element, focus on hand-to-hand).
After this update resolves, we should probably do something about this situation. We're still in the immediate aftermath of the new policy, but that's drawing to a close and we need to move soon.

Whether it happens onscreen or not, I would like to clarify that we literally held nothing back in WW4 as MARS hadn't been invented yet and FOOM requires knowing SC which they can't learn anyway.
 
I strongly agree. Though we shouldn't say anything about FOOM, definitely not that there's a major power up that's dependent on a classified jutsu. I'd recommend just honestly saying that there was nothing more we could give or teach them (unless Mari has something).
