What is good about the 1890 start - you must use an existing, computer-generated legacy fleet. And marvel at the cursed cutting-edge designs the previous Grand Admiral left you with.
For me, Super Large fleet size is the most fun way to play the game, partly because (as I understand it) it's the closest to historical fleet sizes but also because it's just fun to be able to go nuts with tons of ships. I think the micromanagement pain will also be lessened here since as this is a lets play I'll be moving at a slower pace than I normally would and will have more time to pay attention to details.
80% research rate is my go-to, since 100% feels extremely fast even for this fast-moving era. In my experience at 100% research rate you can easily be dodging flights of torpedo bombers in 1914 and having carrier duels by the late 20's, which is a bit of a faster sunset of the battleship era than I'm really interested in.
Slight tech variation will add some randomness the effectiveness of some techs and mess with the rates at which others are unlocked, but it won't take things so off the rails as to be unrecognizable from history.
Never taken particularly seriously as a naval power, the Prussian roots of the Kaiserliche Marine had long placed it below the Army in importance, funding, and prestige. In 1889 he would dissolve the old Imperial Admiralty as part of a program of reform and replace it with a collection of bodies including the Naval High Command, the Imperial Naval Office, the Imperial Naval Cabinet, and the Imperial Admiralty Staff. Why precisely Wilhelm felt such a wide division of responsibilities to be an improvement is not totally clear, but as the year 1890 dawns it is this eclectic group of agencies which must lead Germany towards a future in which it truly Rules the Waves.

The German battleline was, truthfully, made up of ships that could more accurately be described coastal defense ships than true battleships, but they were strong examples of their type and backed by a formidable force of armored cruisers. The Furst Bismarck is (at the moment) a one-off design that when complete will be the largest ship in the Kaiserliche Marine. With that size comes significant capability, equipped as she is with a powerful secondary battery, coupled with strong armor and high speed for her type. The staff believes she would perform best on independent assignment, be that as a raider or hunter-killer.

The Gefion-Class Protected Cruisers are practically bristling with guns given their size, even mounting two 8 inch naval rifles. Though naturally not as tough as our armored cruisers she is also decently protected and has the highest speed of any ship currently serving, though the Furst Bismarck will equal her when complete. The staff believes she will perform well in a variety of roles, and is particularly eyeing her as a fleet scout.

The Gazelle-Class Protected Cruisers are cheap to maintain and build. Unfortunately the positives just about end there. Undergunned and with unremarkable armor and speed, the Gazelles seem to have no clear role in battle, though the staff is considering placing them as screens for the battlefleet for lack of anything better to do with them and a lack of lighter forces among the Navy in general.

The August Pieper-Class Corvettes should be understood to be second-line ships, employed to protect our merchant shipping and respond to minor disturbances, rather than as fleet combatants.

In the 1890s naval guns are so bad that the extra training is, basically, pointless at this time. You almost always want to expand dockyards, at least until around 40k and then can afford to slow down.
NPC Ship designs are meh, and even if Shebe can't make anything too much better due to tech, its still a good idea. I dont usually play around much/at all with coastal artillery, but thats because I normally play Japan in these games. In Europe they are likely to be far more useful.

So, I'm a newbie to this game, but I did RTFM (3). My interpretation of this starting position is that our battleships are shit, but there's also not much point investing in them over cruisers until we invent bigger guns. Meanwhile we've got some surprisingly good default CAs, and surprisingly bad default CLs. Our geographic position also means that we can bully the Kaiser's cousins in Russia just as easily as the Kaiser's cousins in Britain bully him. Did I miss anything important?

Yeah pretty much. And not just bigger guns, but better guns too- there's a rule that poor quality big guns can't be upgraded, which means everything we build with muzzle-loaders gets obsolete pretty quickly once better guns come onto the scene. The slower tech does mean an extension of the Ironclad era, but I think armored cruisers with a heavy secondary armament should still perform well against what currently passes for battleships.

Oh boy, okay. I'm going to argue for a radical plan, but hear me out. There's a fun loophole in RtW3's design rules that allow for Ekaterina II-style layouts, and they're really damn capable thanks to having twice the end-on firepower of traditional designs:
It's easier to make a heavier ship go fast than to make a light ship go fast, and everyone's guns are so bad that you can get away with thin armour as long as we accept that the ships will be obsolete within ~20 years (since we're playing on slow tech). If we push it up to 20 knots, it can keep pace with most foreign cruisers (and outrun enemy battleships), while having four large guns firing at fleeing opponents. If we end up fighting the British, they're fast enough to disengage. A very heavy 6" secbat will quickly burn enemy ships down to the waterline, so torpedo cruisers aren't a huge issue. Yes, they're a big investment since they're twice as big as any other ship we have, and they'll be limited to Northern Europe and the Baltic, but if we're smart about picking our battles we'd be able to challenge even the Royal Navy!

Another thing to note is that we can build armed merchant cruisers, convert them to unarmoured cruisers (KEs in-game), and then send them to foreign station duties. If our European battle fleet is capable enough to focus attention in the North Sea, we can make do with a very cheap colonial aviso.

With their lack of rear armament, maneuvering our B's to be in the best position to shoot at the enemy is more important.

Gunnery is expensive and even if you hit in this era, you are unlikely to deal a lot of damage; Night Fighting is too situational (and starts mattering more with destroyers); Damage Control is the best of them but can probably wait until torpedoes get a bit better.

Well, the Tally seems to have messed up somehow and my attempts to fix it appear to have borked it even further so I just redid it to make sure the results are visible.

Having been instructed to prioritize their efforts against our most likely enemies, the newly-formed Nachrichtenbüro begins operations, starting at a low operational tempo due to the relatively calm state of global affairs
Despite numerous new expenditures approved by the Naval Control Board, the Navy's finances remain comfortably in the black - though this may change as the results of the latest design contest are finalized
DESIGNS SUBMITTED TO THE NAVAL CONTROL BOARD FOR THE 1890 DESIGN CONTEST
The first proposal before the board, tentatively named as the Arcona-Class, attempts to retain the one benefit that can be attributed to the Gazelles, their cheap cost, while giving them some additional capability to make them more useful as actual combatants. A heavier main and secondary battery plus an added knot of speed make it an all-around improvement on the Gazelles without a substantial increase in tonnage. It is primarily intended to replace the Gazelles in their current duties on foreign stations and as fleet screens.
The tentatively named Bremen-Class exhibits the near opposite philosophy. Abandoning most notions of cost or weight savings, its design team attempted to create a light cruiser that could be the equal of any currently afloat. Dual 7 inch double turrets along with a 6 inch secondary battery gives the Bremen a punch that will be hard to answer, and her 3 inches of armor are on the high end for her type.
The designers of the provisional Medusa-Class decided to go all-in on developing a dedicated commerce raider for the fleet, sacrificing armor, armament, and even ammunition capacity to get to a top speed of 22 knots, which exceeds anything that we currently have available. Naturally in a real fight the Medusa cannot be expected to perform, but the designers intention is to make sure the Medusa never has to take a fight she doesn't want to.
