Man, it really seems as if we should only start Center when we see we are hitting 8 permanent manpower in exactly 5 months. So it's better to do the other projects two at a time until reaching that point, so we can get their benefits.
That part doesn't follow. All the boosts are useful, but not more useful than getting Hamlet early. At most, if we want quarry, we should start Admin Center in 2 months, but otherwise in just 1. So the only question is which exact bonuses do we want immediately.

I've edited my list-of-plans post with more analysis a couple times.

Having them at 2/3 for a bit is fine though
That's suboptimal. Once we get more Fishing upgrades, they will be strictly superior to Fields, so we'll generally fully-staff some buildings while ignoring or minimally staffing others.

Food security as the priority for now, Granary isn't as much growth, but while we're distracted it does mean we can ride out various food logistics challenges.

Ultimately, we still need to get the Admin Center online as soon as possible, and it generates more Admin, which is the god stat for any settlement given how it's universal cost reductions the higher it gets.

It just means we need to spend another turn afterwards getting some more stuff sorted out before we continue. Which sucks, but them's the breaks.
 
Okay @yrsillar during my most recent edit, I discovered our stockpiles of Agriculture and Material are wrong. On previous turns we've taken three 25A projects but only been charged for two. Less significantly, we should've got some A from fish last month, along with our automatic +1M.

I vaguely recall seeing someone else make the same correction earlier, but a quick Google doesn't find anything easily ... if someone could link that post that'd be great.

I would once again like to remind people: completing Admin Center early gives us literally nothing of use. We have to take 6 turns for Hamlet anyway (or 7 if we want Quarry).

I like this one because

1. Even if we do admin center now, no way in hell we can upgrade to hamlet directly after it finished. Or start the project. And also how many P adding projects we have if we do admin center now? Granary, pasture, boat's a maybe, so, 4 months on potentially 3 P? Then we hit quarry which doesn't give us P and it leave us at maybe 5 P. If someone can tell me if boat give P i appreciate it.
2. This one at least let us have the M income while we're doing the admin center. And an A boost without having to use more P. We can only deploy four more to do jobs, i rather have a boost to existing job rather than an empty slots.
3. We don't desperately need permanent P do we? Sure hired manpower cost W, but is the manpower upkeep in A for everyone or for permanent only? Please clarify so i can improve my statements. And reading about wealth, it says "Later wealth will also determine taxation." So, not now? If wealth is just "how much upkeep you can pay until you're even" then i rather keep using it while we can.

I like this one because it let us use all the P while we're doing the admin center, and you know, all that math cabal calculation. So i'll be voting for it too.

  1. Boat gives P, but since it's hidden it is not certain that it gives exactly 1P or takes only 1 month. Given the past those are reasonable assumptions though. From the pattern, it's possible that future Fields (locked behind Granary) or Pasture upgrades also grant P (but also might be gated behind additional months of prerequisites).
  2. The downside of going M of course is the lack of long-ish-term A income. If we assume Boats gives the same bonus as Docks, we only have 8.5A/month without Pastures (which we can't staff at the same times as Quarry - though we still need them before hamlet for the +P), not enough for 10 native P and with minimal upgrade paths remaining. We need 8P to staff those food sources + granary + admin, so without hiring manpower we only have half a P to assign to the Quarry. Still, it does give flexibility I guess.
  3. Correct, actually getting the permanent P isn't important, the other side effects dominate as long as we're on track for the 7-month hamlet rush (it would be 6 if we skipped quarry).

Boats - not the Docks, to be clear, but the next step up - gives some (indeterminate) amount of permanent P. Probably just the 1.

Urgently? No. We're fine on wealth, and honestly the 1/turn trickle of food we get for using hired pop instead probably worth more than the wealth is at the moment.

It's probably a requirement for Hamlet, though.

... but I'll take putting up the docks or opening the pastures alone, so long as we're not locking in the admin center immediately.
