Stab fear in the eye and you unlock the ability to do a lot of wacky shenanigans, I reckon.

Investigation is the way forward. We can win combats ourselves, but to some extent counterintelligence is a numbers game.

It's a tossup between that and fear, though.

That's simply not the case.

Dark Presence: You automatically Intimidate Trivial Targets without a roll, you gain (+ Essence) Successes at intimidating or instilling Fear into non-Trivial Targets. This Effect is Passive
Shroud of Fear: Anyone who targets you in Close Combat must roll Integrity against Difficulty 3 at Step 1 before any other effect is applied. On failure, the attacker must change targets or abort. This is an Active Anima Effect, and triggers at 2 Anima

Unless we're targeting them, they won't get affected by our intimidation. This isn't an aura that targets allies, unless we want it to do so.

Maybe I'm missing something due to not knowing Exalted rules, but nothing here says Arbi chooses targets? From the updates, it seems like she just turns it on or off.

Then why does Bryn know what it feels like? Seems likely that while Iron Law can probably focus to amplify the effect, there's probably an area of effect background dread that effects her general surroundings.

That might've been a house rule, now that I think of it.

Our Enemy are a bunch of Solars who are totally down to use terror tactics, and iirc one explicitly did (Heart-Eater). This is a priority.
