They couldn't handle it! You hadn't even begun to test them, and they had already washed out! This was a disaster! You thought you'd have a little bit of work to do before they'd be ready to take up the Grey Cloaks, but you didn't think you'd suffer literally no viable candidates from the Watch's ranks!
I suppose I game terms, this means we didn't find any Heroic Mortals?

As funny as it is to see everyone intimidated out of their minds, running around the city with the fear aura cranked up just isn't nice, and will cause a headache for Bryn. So I have to go with-

No Significant Characters, Arbiter's Anima Power means she automatically succeeds at intimidation rolls against "extras" without a roll, as long as she tries for it. It's really unfair, but great at sifting out the gold from the sand!

Introspection is important. Especially in a setting like Exalted which is all about personal flaws and their consequences when you wield phenomenal cosmic power.

Alternatively, double down for the hilarity.

Common, think about it. Arbiter of Iron Law, hunting down the entire grey watch, ignoring their feeble attacks as one by one she shoves each of their screaming forms into a sack, like a heard of feral ally cats. Like some demented exalted Krampus. Imagine the confusion, the rumors, Iron Law having to explain what happened later. This sort of Chaos is the perfectly way to start things.

If the watch is traumatized by our very presence, we should share that gift with the rest of the city.

I mean, significant characters would be nice.
 
Throwing a question: could Arbiter ream these recruits as acting with Tough Love in good faith?
Isn't that pretty much the second option?

Go catch them all and give them some proper training, you were sure that you could make something of them with a little heavy practice! Of course, it'll be a bit of a pain to chase them all down, but you're sure you can outmanoeuvre them and stop them from disappearing if they think to back down on what they swore when they took up the Steward's Coin!
Track them down, lecture them about their oaths, put them through Iron Laws version of Boot Camp?
 
Anyway, I intend to stick broadly to a schedule of updates every Monday, Wednesday, and Friday, beginning somewhere between 7 and 9 PM in GMT -4 (EST), I'll be streaming the process of writing them on my discord in an attempt to harness public scrutiny to raise my momentum, if things work out nicely, this might actually work in the long run!
