I assume goodwill is equivalent to stability so the more goodwill(since we are gonna reveal to the government we would have 1 goodwill automatically) the more buff we have like in the last quest, remember the last quest we had negative stability so low that it would have basically killed us due to the sheer debuff it gave, that is why I chose Space NATO so we dont crash and burn within 2-3 turns.
It depends on what you are rolling for, penalties will be severe so make sure to not roll a nat 1Just asking what happens if we roll a nat1 with the addition of negative mods do we get double or triple negative traits?
Because some people apparently want to risk it all and choose global cooperation rather than western allies which gives +1 good will and a weaker debuff.
