As I understand it, we intend to level PEA to 20, not 30. I just checked Hazou's pyramid and that's the only way the pyramid stays valid, plus the XP expense you indicated corresponds to a level 20 PEA. It's a simple fix, so I have no qualms about my vote here:

Note: My very rough guess is you'd make <10t of dry ice, or a <2×2×2m cube solid dry ice, or a <5×5×5m cube of loose dry ice snow, over the course of a 200 minutes cast in still air. Wind would increase this significantly. I don't have good evidence for this number and would prefer someone actually did the differential equations. This compares to 300kg of gas in a 5m radius hemisphere.

I personally believe a skywalker-equipped Hazou and Akane can outrun a stationary EM nuke. That is, I do not feel the risk of this operation is in Hazou and Akane's continued survival. My rationale is as follows:
  • The nuke has a substantial wind-up time, measured in multiple rounds of ninja combat.
  • Akane does not need to be within the zone the jutsu is cast in, and thus can cast it a fair ways away from her.
    • Hazou doesn't even need to be as close as Akane, since his role is only to observe and direct.
  • Skywalkers bypass borders and allow Hazou and Akane to move at ninja-sprint speeds, which lets them cross multiple zones in a turn.
All in all I feel it is unlikely that Hazou and Akane would be unable to escape the lethal zone of the nuke before it completely winds up. Notably, even after the jutsu reaches full temperature delta it is not likely to be at full force for some few seconds afterwards, and thus Hazou and Akane will have even more room to escape.

(I assume that, as a baseline practice, Hazou and Akane will be prepared to immediately evacuate the area if they notice unusual phenomena)

There are other concerns at play, such as the risk that other parties could spot the nuke and identify us as its creators, but I do not particularly fear for Hazou and Akane's safety here. Furthermore, while I do not have a bullet-point list for this, I do not feel like your list of experiments are very intuitive for Hazou to test, even with our thumb on the scales of his intuitions. It is already somewhat of a stretch that Hazou has come to believe that extremely cold temperatures will have any notable effects at all. My attention specifically points to physics concepts like 'only part of the air has frozen' that relies on assumptions like 'the air is made of a composite of substances which can each be separately manipulated' when we know that Hazou believes in a much less scientific model of physics. Remember that these are societies that can believe myths like 'rats are spontaneously created out of lost food' and 'skysliders stay aloft because the wind spirits can be convinced to push upwards on them'.

All in all, I do not feel like your procedure is either necessary or sufficient to keep Hazou and Akane safe, I'm sorry to say. I do think there is room to improve our route still, to contrive reasons for Hazou and Akane to test this far away from civilization, but I think it is both optimal and sufficient for core of our survival plan to be 'perform the jutsu ready to flee, flee when the jutsu nukes'.

I swear to Tobirama's abysmal fashion sense, if there was a secret code to the dance at all, and it was for Hazō to decode at all, and it was in the rhythm rather than in the pattern (such as morse)...


There's a solution to the tune of "Tower-mandated paid intellectual property and licence to teach with veto from the KEI" but that will have its own issues. There may even be ways to enforce this with personal seals (think ROOT loose-lips seals in canon) but that's a bit dark side of the force if you ask me. (V: I did SAY that I [represented Belkar]'s viewpoint in this.)
Further down the line, if no action is taken, the KEI will essentially be a non-voter clan politically, except its best members are taken out of it, and its secrets are sold, all the time. If they start to parcel out their secrets, everyone loses. If they don't, only they lose. Also, there's the constant increase risk of a radical who betrays their adoptive clan and distributes clan secrets to the KEI. Which would be a terrible landmine. Of course, there's the matter of the Kei clan and its obvious ties to KEI. To prevent that eventual explosion, the Tower should probably step in and do an act that values the KEI for its jutsu production. To prevent jutsu poachers, promote sales of the jutsu they create except at an incredibly steep cost, which would be Tower-enforced?

To be a waterbender is incredible.

  • It is a hard transition. There is no wind-up time. One moment it is just cold, the next it is a nuke. This is the case because of feedback effects.
  • This undersells the power at play here, by a massive factor. Ninja are not close to sufficiently fast to escape.
  • This assumes Skywalkers function in Mach-1 winds.
  • Relevant distances are measured in miles. The nuke expels immense quantities of supercooled liquid at probably supersonic speeds. A zone is not even close to sufficient distance.
  • Even if they do escape, if they are near Leaf when they do it, Leaf is destroyed.
  • Why would you even risk this? Maybe it's a warm day and doesn't do a nuke. Doesn't mean you should roll the dice!

Also there's no reason Primes have to cast it. Just use an SC and have Prime 2 miles away with more clones to do observation.
