Politically:
Bao Qian and Meng Dan are both from within the Emerald Seas
Xia Anxi (Thousand Lakes) and Xuan Shi (Savage Seas) are both external.
Narratively:
Bao Qian and Xuan Shi have most of their interactions with Ling Qi preoccupied with one of her bonds (Hanyi or Zhengui).
Meng Dan and Xia Anxi both share scholarly pursuits being their main focus.
This pattern leads me to suspect that baring a surprise addition, these four will be the only ones we will have to choose from.

Embodying Tsu in full should be more than the foolishness of a disunited foe. Also expect us to drill down on Isolation themes next turn, while doing FSS, so it's nice to get a kind of best effort snapshot of Community in mythic scale now. Having both sides of the coin relatively fresh in mind should help the nightmare tribulation out. Plus, this feels less like a lecture/cautionary tale and more like something to spark passion in an audience through sheer radness. It's also probably the more toe-treading message of the two, which I find funny.
I think this is the option that makes more sense for the moment.
