I considered going with the Meta powers and doing Battle Royales or something like that between people we give powers to, where the winner keeps the power, or something like Jigsaw were we give some kind of fucked up power based on what they had to to the winner, but then i realized that that doesn't really fit the theme of the quest, or at least i think so, so i just went with a Serial Killer plan that i liked.

    • Well it looks like plan Lucky Cop has won with a last minute upset! The only decision left before the opening chapter and spending of power points is to decide Shannon's position in the police force at the story start. It is entirely possible for you to be moved or promoted to a new position over the course of the quest.
