I'm just saying you're calling something "needlessly greedy" shows that you think just because Xanatos started by offering 3 income for the technology means the value to him is 3 income, and that he's only willing to pay 3 income at the most for the technology.
"Oh if we want the price to go from 3 income to 4 we need to tack on some random extra stuff to sell him" vs. "I think the climate tech you want from me is worth more than your initial offer would suggest."
Deals are negotiated. It would be a bad strategy to just accept the first price offered, but it would be an even worse strategy to begin negotiations by offering the absolute most you're willing to pay (or lowest you're willing to sell for), leaving no room for you to negotiate.
