The plan for this one is to prepare to go all-in on Physical next turn, particularly with a breakthrough pill to minimize the chances of us having to climb back up to peak Third step. The scrolls this update mention pills that can boost one side whilst penalizing the other, and whilst I'm not sure if that applies to the pills we have available there's no harm in being cautious.
Plus it's just more efficient to focus on one side or the other.

We get one more block at fifth step so better to focus on cultivating until we fully reach fifth step.
Zhi Gao is a peasant who is a Speaker. He has to train Stat: Body, Mind & Spirit. He earns Sect Points using his Spirit Talent and needs Body and Mind for cultivation. Spending on Pills and Potions right now is sacrificing long-term goals for short-term ones. Better Stats will always be useful. Pills and potions are only useful for the short-term.
 
How do the pills compare to the meditation chambers? Might be worth saving up for that? Get mind up and work in the Garden

- Surging Blood Pill. Grants +3 Degrees of Success to every physical cultivation roll for a week. Effective until Inner Human First Step.
From our research, I think these pills will be fine for us to use. I don't think we should get any yet, as they'll work best if we do a week with a full set of 3x7 time blocks all to either mental or physical and this week we're putting 7 blocks to mind stat training. Maybe next week?

@Karnax626 Your plan looks good, but I don't think there's any reason to hold off on trying to break through to 4th step? It doesn't take an action slot and built-up degrees of success don't do anything for us mechanically apart from track when we can breakthrough, so there's no difference between making the attempt this week or doing so the next time we do physical cultivation.

My plan is to take both the Hardy Body and Surging Blood pills next turn.
So we start by attempting the breakthrough to Fourth Body Step, which we have an advantage on from the pill. Then we put 7x3 blocks into grinding Physical Cultivation, which with the Surging Blood pill should give us a good shot at reaching the peak of the Fourth Step, where we can then try another breakthrough which also benefits from the first pill.

EDIT: Hell, 21 actions, 2 dice each keeping both, with +3 DoS on each successful roll? We could get a good way towards Sixth step if we get good luck on our breakthrough rolls.
And frankly breaking through this turn with no pill is more risk for no relative gain, considering our Garden payment is based on whichever of Mind or Body is lowest.

If this is Spirit, should that last roll keep both successes? So it'd be (1+5) + (5+5)?

For the vote, I'm leaning 7 blocks on the Garden, 7 on finishing our Mind Rank up, 7 on Skill tutoring (Spirit Ken to 50%, then Social), then 7 on physical again.

You only keep both dice when you're doing cultivation - it's a result of your Talent stat. There are techniques that can increase the number of dice you keep on specific rolls, but you'll need to buy those.

Huh then can we make a technique that helps on taking care of plants to increase both dice rolls or succeses of the gardening job.

All techniques start off at letter rank J, 10% skill rating, and you'd need to succeed on the technique roll to keep the extra dice/get extra degrees of success, but with a bit of time investment you can get them pretty reliable.

How does that work with the passive techniques?
 
All techniques are trained as skills are, except that once you get to 50% in a technique you can start to invest skill increases into increasing the letter rank.

Techniques can also be trained up to 75% for 75 sect points a session and then 100% for 100 sect points a session. I'll add the information to the sect points post tomorrow.

A sample technique that does +dice kept:

Ancient Oak Patience (Support, Wood). You channel the sturdy patience of those ancient trees which have lasted for centuries. Your hands grow steadier, and your bearing solemn and regal. Grants +degrees of success to the number of dice kept on Spirit Ken rolls, to a maximum of the letter rank of this technique, e.g. if this technique is ranked J, you may add up to 1 extra dice kept to your Spirit Ken roll on success.

I like this technique. I'll also be changing my vote to a plan that includes it.
 
I'm thinking of making a water mental technique that increases degrees of success and another wood physical that does like ancient oak.

Since where a speaker we are gonna do a lot of spirit ken rolls so having 2 passive and active to help with that even with having to train the techniques should be worth it that is unless those techniques conflict with each other thoughts?

Is there any interest in raising Body/Mind/Spirit to H-rank? Mortal max is I, which is Zhi Gao's current Body/Spirit and soon-Mind, and Outer Human is H.

I am absolutely in favor of raising body, mind & spirit ranks to H. I suspect we only have until the ship leaves port to focus on what we want. After the ship leaves port we will probably have more goals from the elders.

Keep in mind that you have to put all your votes in one post, otherwise not all of them will be cast - in your case, your plan vote would be discarded. It's standard practice to only count latest votes.
