Looking at the vote we are getting halfway done with Quantum Entanglement Communication this turn, so I would think we would keep Conrad on that to finish it.
I moved Conrad off QECs and put Gaven Dor on to finish it because Conrad simply overshoots the goal by too much. Conrad with a Lab III generates 832.5RP while QECs will need 626.5RP so he'd be overshooting by over 200RP which is a massive waste.
 
Whereas if he doesn't lay off those Elysian brownies he'll have a massive waist.

So, how important is 500m MAC cannon tech given that we currently have DEWs as the hot new hotness? IIRC DEWs are going to become less important with the advent of TIR and a few other techs I don't recall right now, but surely that's a tomorrow problem, right? What am I missing here?

Right now our DEWs just aren't good enough for a starship's primary weapon system:

If you had any complaints about the outcome of this project it would be the size ass it stands the lowest level of gigawatt range laser you have designed are around the size one would want for a starship's secondary weapons, but to large to make good GARDIAN weapons.
You note the hungry eyes of the frigate commanders you demonstrated to after one of them asked if he couldn't use the powerful lasers in a lower powered "wide beam mode" to destroy the relatively fragile shield emitters of an enemy and then use the main gun to annihilate the ship though the hole in the shields. There is of course no reason other needing to be in the right range, less than a thousand kilometers, give or take.
they work best to supplement the ship's primary weapon system which is still a spinal mass accelerator cannon.

While we could quite easily grab both UV lasers (300x range) and High Gigawatt Lasers which should be enough to make them viable primary weapons there are good political reasons to avoid doing so for now. Once the treaty is settled and we find out how things play out we can decide if further investments are worthwhile.

Another factor is that upgrading existing starships to have better MACs (PI MACs are ~20x better then standard MACs) is undoubtedly easier then installing an entirely new weapons system. The Alliance's Light Cruisers will miss out, since we are doing that upgrade this quarter rather then next, but they are skirmishers that can get away with 200m MACs. The Heavy Cruisers meanwhile are the the Alliance's primary combatant and thus need the heavier guns.
 
Isn't the Geneva class ~200 meters ? This is what I find when I look for a ship size. In this case, this would not be a problem to not have the 500m MAC

I don't think there is a canonical size for the Geneva class, if you can provide a cite it would be great, so I generally go off this guideline from Hoyr:
Destroyers and Battleships are not classes used in ME. I tend to use the words light and heavy so thus (all values are approimate:
Corvette < 70m
Light Frigate < 150m
Heavy Frigate < 250m
Light Cruiser < 400m
Heavy Cruiser < 700m
Dreadnought < ~1000m
though for simplicity while working on Ship Design V3 (still under construction) I'm using a simple doubling scale (Frigates 100-200m, Light Cruisers 200-400m, Heavy Cruisers 400-800m, Dreadnoughts 800-1600*m, Superdreadnoughts >1600m.

*The Destiny Ascension is 4x the size of the largest Alliance ship. We know the older Everast-class is 888m long so it could be up to 3,552m long but Sovereign at 2km is the largest known ship when it appears. So if we go for 4x the volume then Destiny is more like 1.4km long.

For MACs I'm imaging that 200m MACs are primaries for Frigates and secondaries for Cruisers (although a little on the low end for Heavy Cruisers). 500m MACs are primaries for Cruisers (although a little on the low end for Heavy Cruisers) and secondaries for Dreadnoughts. 800m MACs are primaries for Heavy Cruisers and smaller scale Dreadnoughts (like the Alliance tends to use) while 1000m MACs would be for large Dreadnoughts and probably well into diminishing returns territory*.

And shouldn't the "Improved Computer Software" be reshearshed before the new IV ?
Yep; that is why we are researching ICS this turn (2174-Q4). The VI stuff is being discussed for research next turn (2175-Q1).

I think that all the information that I found do not come from an official source or a wiki but from this image : Mass Effect Starship Size Chart Comparison by Euderion on DeviantArt. So if the quest use already determined data, I do not see the utility to change them.

nice to know but l meant to say was, did you come up with a short list of rewards or do you give one costume per omake. as thr rewards already in the omakes threadmark page are they not already applied I'm not sure on my end about that. l was just hoping you would expand on that and give guide lines for future omakes we might want to make. sorry l was not clear earlier was a rush comment
not applied yet, no short list of rewards, no real guide line besides quality will grant better rewards in line with what the omake is about, usual rewards will be plus to rolls or research points for tech.
Also, I'd like at least one Hammerhead for our PMC to play with, and @tri2 are we allowed to buy war bonds, or is the SA not doing that right now?

1) Where would a vote to get Hanar/Drell assistance for curing Kepral's Syndrome go?
2) For Personal Mass Effect Small Arms we can in fact afford Arc Reactors since Gen II Arc Reactors scale down to 1MW for 3 credits and 0.000015 Production (market price of 6.9 credits). The actual concern would be that personal scale weaponry probably can't handle 1MW of power; or maybe it can?
3) Would you mind double checking this to make sure it complies with all the rules? I don't think I've missed anything but it is a somewhat complicated system.
4) Since this is a pretty large vote, not everything is interdependant, and people have strong feelings about certain parts how do you feel about breaking things up into four sections to make it more accessible? I was thinking Paragon Industry Actions, Spare Time, Paragon Industries Research Allocation, and ParSec Deployment 2174-Q4. None of those four sections particularly interact in such a way as to require monolithic plan voting and areas like Spare Time or ParSec Deployment are probably more accessible to regular players compared to something like Paragon Industry Actions.

To give you an idea of realistic upper limits on lobbying budgets, the largest spenders are the U.S. pharma industry, who combined spend a bit more than $300 million per year to ensure favorable legislation. Yes, galactic scale ups that, but that number is for an entire year of spending on many topics and a lot of duplication of effort between companies. There's a pretty low ceiling to how much you can actually spend on lobbying efforts. I think the QM might be unfamiliar with how all that works and went with a 'more money = more results' presumption.

We can't upgrade and use Labs at the same time and upgrades take time. We don't know how long but presumably at least as long as the difference in construction time (so 2qtrs for I->III and 1qtr for II->III). If we can get confirmation from @tri2 on that I think it would be safe to try upgrading the Lab II on Mindoir to Lab III since we do currently have one lab spare. We can probably upgrade one of the Lab Is on Elysium as well since Hwan only needs 1 active to get the Lab bonus. Still that depends upon the upgrade times and costs (which we don't actually have as far as I can tell).

War bonds are ultimately just like any other form of government bond. You pay the government X dollars and they guaranty Y% interest every Z timeframe for the next A years at which point the bond expires and you get your initial payment back. Basically it is a loan to the government.

For example we could buy say 500 billion in war bonds at 4% p.a. paid quarterly (so 1% per quarter) with a 10 year lifespan (so expiring 2185). Which would mean that for the next 10 years we would receive 5 billion per quarter in interest payments from the Alliance. Then in 2185 when the bond expired we would receive a lump sum payment of 500 billion (our original investment). Under this scenario we'd have locked up 500 billion for 10 years in return for 200 billion in interest.

The first question that needs to be asked is what is the scope of the operation. Are we just trying to convince the three councilors on the Citadel Council? Or is this an open vote between all the signatories to the treaty? If the latter then who are the signatories and what are their governmental structures like?

The Asari for example practice what is effectively E-democracy with all adult citizens having the right, and ability, to vote on any issue. So if we want to swing their vote we aren't looking at convincing one or two candidates but the Asari race as a whole. That requires a massive multi-planetary cross-platform marketing campaign.

In contrast for the Turians the Primarchs, of which there are implied to be only a handful, are the sole decision makers for matters of national importance. So we only have to convince half a dozen Turians to vote our way. Something a single skilled diplomat, and their team, could reasonable do.

So persauding the Turians might only take a couple million while the Asari alone could easily run into the dozens (or more) of billions

In contrast for the Turians the Primarchs, of which there are implied to be only a handful, are the sole decision makers for matters of national importance. So we only have to convince half a dozen Turians to vote our way. Something a single skilled diplomat, and their team, could reasonable do.
Regarding the Primarchs, you really only need to convince a few of the most important and high-ranking Primarches. As Primarchs of the Turian Hierarchy are tiered with lower-ranking Primarches and higher ranking Primarches. As long as you convince the important Primarches, the most notable being the Primarch of Palaven and some of the Primarches of the more developed Turian Colonies, the rest of the Primarches will follow.

I think you're better off waiting for next turn and using those points to top off research paths. This turn, none of them are so close that a 100 will make a difference anyways.

Tbh, we have a shit load of stuff already to research. As Revy genius shows, we won't even be behind them soon enough. It doesn't seem to be very high priority to me.

But speaking of data, @tri2 wasnt there a data cache left over from the attack on us by the Reaper/Batarian hybrid thing? Did we research that or did it get forgotten?
 
Yes, though would help if you had a dedicated expert for such political actions, not sure Freeman was supposed to count for such a thing, think he was more just the guy who sees the field and predicts it and not the nitty gritty details guy.

1.5 trillion min.
Main people to convince are the councillors, matriatchs, primarchs, dalatrasses, and their respective think tanks that will try to predict the future of warfare with current tech and how to maintain parity of strength.
so need to convince civlians for asari for their e democracy to run or convince the matriarchs which will convince the rest of their population
convince the dalatrass/stgs
convince the primarchs
mostly will need money to open a lot of doors in between you and the people that matter as you have basically no influence among the other races besides the inventor and producer of arc reactors and power armored suits for another race. You have no real connections or good will like you do with the SA in the form of Generals and Admirals and N7's.
