I am stuck between Japan, Qing and Russia for one basic reason - people. This is not Britain, this is not France or Prussia. This is an unknown world in which we will have some risks and problems.
A fantasy counterpart to cholera? Huge losses in soldiers and specialists, which are usual for this era from diseases, can hit us hard ... If we are not a centralized monarchy with a huge agrarian country.
- We were attacked by a huge wolf the size of a house! Send troops.
- We have an epidemic of an unknown disease! Send troops and simply surround the place until only healthy ones remain inside.
- We are attacked by the hive mind! Well, they will lose to us in number.

Going with Civilian because I like the idea of a privately funded venture into a new world, even if it is apparently going to PMC focused

Edit:Just realized when thinking about the New World and how colonizing America went, if there are indigenous humans there with unique livestock then both sides are going to be FUBAR due to diseases the other carries, America was one way due to the lack of unique livestock in the Americas, with unique livestock things will be quite bad for everyone involved
