(Ababwa inland but not a defensive area. Has experienced Foresters, Rangers, and Herbalists. Easier to add exotic beasts to the Menagerie or train as War Beasts)

Poisons, advanced medical treatments for non-humans, pressure point techniques may be developed, enhanced physical training regimen for the military, better overall health of the citizenry.
    -[X] Light Cavalry and Horse Archers: Hit and run tactics; strike like lightning and then fade like thunder.
    -[X] A Stable For War: The Menagerie, while housing many gentle creatures, is also home to much fiercer beats, including those that find their place on the battlefield should the kingdom ever need to mobilize to war. The Royal Beast Tamer claimed to be an old hand at his craft, but even a well-trained and cared-for animal could act out unpredictably at times.

    -[x] Gems and Precious Metals: Ababwa sits in a valley surrounded by wealth for the taking if one merely has the strong back and the iron will to claim it. (Ababwa is in a highly defensive area; has experts in excavation, mining, and sappers. Has specialized equipment to enable quick excavations.)
    -[x] Engineering Lab: More mechanically adept learned individuals, can potentially develop war machines or study captured machines to understand how they work. May be abe to crack Magi-tech from the technical side of things. Can attract those with an interest in mechanics.
    -[x] Siege Warfare: The best way to fight is to not get hit.
    -[x] A Source of Income: While viewing was free, canny merchants had purchased licenses to sell drinks and snacks as people went from enclosure to enclosure admiring the collection that the Genie had brought together and that the Royal Zoologist was always working to expand. Naturally, the Taxman took his cut.

Alright, the character sheet has been filled in now as well as Ababwa's entry in the Diplomacy sheet.

That... well it's possible. But it won't be easy.
Also, are other Disney settings possible here?
Yes. I'm pulling from the classic "Disney Villains Victorious" setting for a lot of my inspiration here; though this is right as the blackwater hits the rotary oscillator. So things won't be as stable or sharply defined as they are in the DVV Classic setting.

Just to clarify, the villains won in the other settings?
I do believe TempestK refers to the shit hitting the fan. Villains Victorious is, in general, a setting in which all the Disney villains won (in the sense of getting their goal and gaining real power, except in the cases of world-destroying types, who won their immediate fight but haven't gotten their real goal yet). Since we're just at the point of Jafar not-quite-winning, we're at the point in time where all the others are just about winning, which means that the world is still settling into its new shape, with all that that implies.
 
Also, any chance that a non-modern version of Wakanda is here as well? They are part of Disney.
I don't want to speak for Tempest, but Marvel isn't in DVV because it's way too dang much to include. Like trying to fit a whale in a small lake. Besides that, most Marvel properties are contemporary and that would be within the purview of DVV Gridlocked.

Again: I can't speak for what the QM is doing here. They may decide to include a version of Wakanda or a similar country that references it, but I do not expect to see 616 or MCU Wakanda in this quest for the reasons listed above.
