I don't particularly like that idea. This feels like the kind of thing the state should have a monopoly on, at least when it comes to sapient creatures and/or summoning.

If a god wants more juice then they should need to negotiate with us to have it delivered every time, not set up their own slaughterhouses.

I don't think we're particularly capable of stopping them. They can do it off-plane... and we definitely can't claim to have jurisdiction within the boundaries of the wilds.

What would make an organization from Planetos do it on Planetos is that it is easier logistically if you do not have to shuffle between Planes, since not everyone has the additional resources required to make that easy or possible.

Putting it that way, the more hoops you create for someone to jump through to do something, the more mistakes they're going to make.

Pretty much. If they're capable of casting Lesser Planar Binding or Lesser Planar Ally, getting off Plane or simply beyond the bounds of the Imperium are going to be trivially easy for an organization as large and powerful as the Red Faith.

If they're going to do it, it's better to have them do it under our purview, with safety and security precautions met.

You have warriors and investigators aplenty, but an assassin, specifically one who is not tightly bound to your own service and would benefit from the watchful eye of such as R'hllor upon his fate, could be of great use. You motion for the dogai to step forward, but before the others can vanish to do their god's work you ask all nine of the devils to bide a while and perhaps share more insight into their blessings and their choices, if the demands of war are not too stringent. About half of them linger to take a private meal with you, thankfully including one of the steel devils.

It transpired that Mhorgzai, as he asked to be called in lieu of a True Name that was transmuted from what you knew, had been gifted with new insight into battle from the recollections of thousands upon thousands of faithful warriors long dead, yet this was not some ethereal enchantment that a fey sorcerer could rip from him, or a surge of wild magic to burn away. Instead the skill was 'woven into blood and bone'.

"I know of those skilled at weaving both," you note bluntly, knowing that bueroza were among the devils least interested in the games of protocol and subtle bargains. "If you consent to be studied by them I shall see you armed and armored, the better to serve your new lord."

"How much?" the voice like rattling steel echoed in your mind. You know he means both the time and the cost so you summon Qyburn, who takes one look at the transformed baatezu and begins to enthuse about the subtle transformations, the similarities and the differences to the transformation worked upon the 'blessed' Unsullied of the Lady of Spears.

Thankfully devils are among those who would not be overly troubled by the mussing of an enthusiastic Qyburn, though you did have to interject at one point when he was considering the virtues of harvesting organs for study to assure your guest that not only can the Forge itself regenerate them, but that you would personally see to the matter if it sets his mind at ease.

You are not entirely sure how to interpret the expression upon the mask-like face as he nods, but nod he does and with what your business here is over bar the pleasant and quite novel oyster soup. You could not say if it is the titular oyster or the milk that is the most surprising to find in soup, but you are almost certain it is something the cooks crafted on their own. They seem to be doing well without that cook book library, you think amused.

Having dealt with the sacrifice to R'hllor you turn to the more pressing matter of the Court of Stars, the reason you have bene practicing demon summoning on such a grand scale to begin with. To make an end of them will be no easy thing and you can assume their eldest seers will see the shadow of their destruction sooner rather than later once you begin moving forward with the ritual itself. There is much yet to prepare for.

It would help, of course, but the Seeker is already such a combat monster that I would much prefer applying a different template for added functionality, assuming we could even do it. At CR 15 and already heavily modified, I doubt we could do that even as a special project.

Lawbound Creature is a much bigger prize then Figther Creature.

Every non-lawful creature within 10 feet of a lawbound takes a –5 penalty on all ability checks, skill checks, and level checks. Further, it automatically misses its attack rolls and fails its saving throws on a natural roll of 5 or below.

Chaos's Failure (Su)
If a spell with the chaotic descriptor is cast within 60 feet of a lawbound, the caster must succeed on a caster level check or the spell fails and is wasted. The DC is Charisma-based.

There's a bunch of scenarios where having something that his sabotaging Chaotic creatures this hard would be fantastic, such as Feywild combat patrols, Dreamlands defenders or the good old Bloodwar delegation.
