Festermarsh and Blastweave because honestly, they're pretty obvious choices. Scouts for Launching and Greatship 4 because Black Arks need countering.

Arming Albion - Charity and Seeding - Proliferation because they both strengthen other people to fight our enemies. An Open Hand is low-risk and high- reward.

The lighthouse should open up a lot of options in terms of naval power and trade.

Seeding Drills should have the biggest knock-on effects in terms of increasing our income.

Vapor tanks, other cannons, gold journeymen and engineering because people love cannons.

Cataloging Radicals and Examining Enemies because we need the intel.

Zealots because screw the Cult of Manaan, they had their chance.

Be Sure because why wouldn't we

Donating funds because they're our people, godsdammit.

Amber and High Elves because I want to develop contacts in those two groups.

I do hope that Ostermark puts its own bonuses towards skaven assault since we are basically acting as a flat bonus to their own roll.

I assume dwarfs count as another and hopefully their own DD for a crit success.

The Army of the Forest and the Army of the Range have never been deployed outside of the province. They're pretty much professional militia with war machines and artillery, who cross-train and deploy alongside the Army of Ostland when the Army of Ostland is in-province and not out on campaign.

If there is ever a time when one or the other is deployed outside of the province, it would be under extreme circumstances and will be explicitly noted. And likely not going to happen without an explicit vote/action.
The training the Army of the Forest and the Army of the Range go through should be comparable to the Army of Ostland though, right? The description of them being professional militia kinda throws me off in that regard.
Wonder if Oskana will consent to parting from her...chick? Cub? so as to bear us into battle.
I don't really think Oskana has much say in that regard. The entire point of her breeding with Sigismund was to have more Griffons for the Empire. Speaking of which, Oskana's son is almost certainly Magnus' future Griffon, right?

The Professional Militia comment was more based on their duties/deployments than skill level. While the Army of Ostland is the most elite/veteran, the other 2 are still considerably skilled/equipped. They regularly make deep thorough patrols and fight battles that would tear militia apart.

I'd imagine its largely a matter of logistical capacity. Ostland doesn't have the wagons, riverboats and strategic supply reserves to deploy more than one army outside of the province under normal circumstances.

I don't really think it's a matter of logistical capacity. Ostland's logistics are at least good enough enough to have three 10,000+ size armies deployed year round, which isn't nothing. The probable reason why only the Army of Ostland is deployed outside the province is because that's usually all that's needed.

I thought the reason we had the Armies of the Forest and Range was because we need that level of active military to keep the Beastmen and Greenskins from simply re-settling the cleared parts of the Forest of Shadows/Middle Mountains?

This plan is extremely costly (you didn't add mercs, so good for you). I think you might not realize just how costly. A DD is most likely to be applied onto the Vapor Tanks in the future.

Total Cost: Military (100+2000) + Diplomacy (750+5000+500) + Stewardship (3500+2500) + Research (2000+1000) + Piety (500) + Intrigue (1000) + Personal (100) = 18950 +Third Imperial Navy (1000 + 500) = 20450 + Donating Funds (3500) + Chrace (150) = 24100 + DD on vapor tanks (2000) = 26100

Total Cost: Military (2100) + Diplomacy (6250) + Stewardship (6000) + Research (3000) + Piety (500) + Intrigue (1000) + Personal (100) = 18950 +Third Imperial Navy (1500) = 20450 + Donating Funds (3500) + Chrace (150) = 24100 + DD on vapor tanks (2000) = 26100

Perma costs: Gold wizard retainer fees, -750 per turn from the Albion choice

Drains us deep, really deep. At least it doesn't completely cripple our treasury. Need more net income in the future.

27, 334 - 26100 = 1234 + 16,824 = 18,058 + 1500 (Stipend reserve preservative) = 19,558 treasury reserves

[X] Plan: We can afford the lighthouse, you know?

The Foamborne probably weren't actively employed to search for heretics recently but they are now. Better someone that knows the heretics and what to look for than Witch Hunters just purging everything.

Is there any reason not to ask everyone for help with Oskana's son? It seems like a basically costless action. (I guess there's some minor monetary cost, but it's basically pocket change for an Elector Count.)

The Witch Hunters also have far more experience than the Foamborne in that regard, so there's also that to consider.

The Witch Hunters are hardly incompetent either. Remember when they more or less saved Magnus' wedding and prevented Wulfenburg from being infected with warpstone laced merchandise?
