I would welcome more detail in the leading plan. At the moment, it is vague in a way the two runners-up are not. For example, "look for targets that can be drugged" is very vague, and "have an important [priest] denounce Lord Hagoromo" does not specify incentives.

We only have around two weeks left to marry Noburi and Yuno.

Try to find priests who are affiliated with the Hagoromo and have an important one denounce Lord Hagoromo as going against the Will of Fire in order to start a religious schism.
  • If possible look arrange for a meeting with a reformist. Find out how we can empower them

  • Give the Hagoromo opportunities to back out. Otherwise, put increasing pressure until they back off.
    • Start with circumvention, then economic and political attacks if that doesn't work.
      • If we can, we will just work around the Hagoromo.
    • Seek political legitimacy; bribe a Hagoromo or Hagoromo affliated priest; get Tsunade to officiate; have the hokage officiate it.
      • Whatever works. We may have to go to Church of Youth or the Toads to do it.
    • Keep in mind that the Hagoromo aren't only snubbing Goketsu ninja, but civilian Goketsu, who are integrated into the rest of the community.
      • Boycotts and collective actions are possible.
  • Which clans or individuals can we also recruit to help put pressure on the Hagoromo?
    • Inuzuka's Manaka?
    • Ami, because she cares about her sister's happiness.
Misc:
  • Assign a SC to produce explosive and storage seals.
  • Doggo quest:
    • Inquire the Inuzuka about hunter dogs that may have worked with the summon clan.
    • Introduce Canun to Eibsu. Make sure we have permission to teach doggos Leaf jutsus.
 
I'm down for that. Get a [sympathetic Hagoromo] priest [who struggles to reconcile doctrine with modern era] to do the ceremony as a statement. Hazou's charismatic enough that he could probably sway at least one of them. Especially if we run it through Mari/Keiko and then invoke a "Mari-trained" aspect.

To clarify, is the plan "talk with the people in question about these topics"? If so, "relevant parties" is unclear.

  • "Burning-the-Hagoromo-to-the-ground" :
    • Beforehand, ask Yuno and Haru their thoughts on Keiko's relationship. assign them there task if they're positively inclined.
    • Explain to Yuno the details of the Hagoromo-Gouketsu feud (they hate us over Keiko's relationship).
    • They've put their petty beliefs over the good of Leaf; for that, they must be broken into irrelevancy until they change their ways.
    • Mari: Look for avenues of blackmail, and immediately act on any opportunities with Hazou.
      • Review Jiraiya's notes.
      • Find out any relationships with the Yakuza.
        • Once a target is identified bribe a worker at a tavern to drug their drink
    • Noburi, Akane and, Yuno: Break the Hagoromo's monopoly on religious legitimacy by building up alternatives (Church of Youth, Toadism) and destabilize the Hagoromo's.
      • Ask Noburi to begin summoning the Toadism priest to give public sermons (preferably in front of a statue of Jiraiya, to remind people that listening to toads is not against the Will of Fire).
      • Encourage people to begin using the Church of Youth for religious ceremonies. Hire people to talk about how "the Spirit of Youth is Hiashi Hyuuga's legacy and a totally valid religion" and engrain it into the public consciousness.
      • Find a Hagoromo member who is very ambitious. Find out what it would take to flip them against the current Hagoromo leadership
      • Schedule a meeting with Hazou if things go well
    • Haru: Look up Hagoromo-affiliated businesses or infrastructure. Try to find places where "accidents" could happen
  • Discuss ways to get the marriage recognized​
    • Find a priest who can be bribed or blackmailed into performing it
    • Do it under Toadism, The Church of Youth, Isan culture, or Mist culture.
    • Bring up the precedent set by Mari and Jiraiya - legal marriage when necessary for Leaf

I'd argue that finding a Hagoromo ninja who's positively inclined towards (our) reforms should be emphasized more than an ambitious Hagoromo. If we're going the reformist route I think it prudent to make sure that it lasts, and the reformist Hagoromo is more likely to work towards making this happen since they are more positively inclined towards said reforms. OTOH the ambitious Hagoromo is going to dump us like a hot potato the moment they think we're no longer worth the trouble, and while we're capable of ensuring that this doesn't happen it's going to be a spoons battle I don't think is really worth the trouble.

Of course obvious solution is to find a positively-inclined ambitious Hagoromo :p

Why can't we weld together the ambitious and the reform-minded? Self-interest is the best motivator.

I don't think we need to be bringing all these other people on board, mostly because I'd bet Keiko already has. This plan is trying to avoid stepping on her toes while assisting her from a social standpoint.

      • Blackmail for the leaders of the clan who are secretly gay
    • Get Mari's help to start a whisper campaign that there is a split in the clan over homosexuality even if there isn't one yet
  • Look into any Leaf or Fire citizens that are openly gay and hiring ninja
    • Get them to request the Hagoromo specifically, help citizens foot the bill
      • If the Hagoromo don't take the jobs, looks bad for Leaf
      • Force them to associate with the people they discriminate against
  • Meet with Hinata
    • Hiashi legitimized the Church of Youth as the Hokage™
    • The Church legitimized the Hyuuga as its leaders by making Neji head preacher
    • The Hyuuga have an easy route to religious power through the church of Youth
      • The Goketsu are willing to support them in this so long as the Church's ideals subscribe to Uplift
        • Explain Uplift to Hinata, "That's my ninja way"
