They are on the far side of the Cloud Tribe territory and we have no way of projecting force over that distance. Without conquering the Cloud Tribes (who have survived the hostile Empire for untold generations) even talking to them is going to be difficult. We will not be able to incorporate them into the Empire for thousands of years, even if they for some reason gave us their complete and undivided assistance in doing so.
