Very specific, potentially narrow window opportunities that implies someone close to Mathilde is devoting full-time attention to as opposed to reading about it at the end of a one or six month period, such as this:

I would not mind finding out about a Shallya group in trouble and dealing with it with our coin set to protector. Seems like the best way to go about getting a blessing from them.

True, but if a guy in Altdorf is selling some Nehekhara Talisman it may be interesting to have the option of purchasing it...

I believe those were the two suggestions that started the ball rolling until the question about economic actions in the EIC were raised.

Because Mathilde, as a one-woman - many handler operation is going to miss out on these interesting things among all the noise, and her very many other priorities occupying her tie. A well-trained , experienced Second IC, say a College Perpetual with ten years of experience being Mathilde's day to day personal hand and emissary among the Handlers on the other hand, is going to pick this up amidst the noise, knows Mathilde well enough that such things might interest her and can quite literally walk into Mathilde's office to let her know.

Very granular, very issue-specific stuff like this seems to be sort of thing a deputy involved in day to day management as his/her full time job would detect, up as opposed to a distracted Loremaster with her attention split eight ways every day. Basically, if you want interesting granulity and plot-hooks as opposed to broad, high-level policy directions, train a Second IC that can pick those up among the noise, and do it as soon as possible.

Mathilde can do that now, she spends the half action to distribute word to be on the look out for it and then monitors and reacts to the response she gets.

These are examples of what I mean by fine-grained opportunities drifting in the general noise of Handler data. Mathilde is more likely to learn of an opportunity Shallyan cult on a particular week, as opposed to whenever she has spare time to read through reports in-depth, if she has a sufficiently trained deputy who is sorting out the noise.

Mathilde herself cannot personally verify every lead if she was to put the word out because of her limited time, but a well trained Second IC can figure out which leads are legit and which leads are just noise.

If this is not what a Second IC can help Mathilde in, what is that a well-trained Deputy helps Mathilde to do precisely that Mathilde herself cannot do with her limited time? In what ways could a Second IC become useful in a way ordinary handler networks can never deliver?

There's only so many hours in the day, both for Mathilde and for myself, so that you're limited in how many things you're able to do at a time is absolutely intended.

Yes, I don't disagree with this, but then what unique advantages does a Second IC confer that Mathilde would not get unless she chooses to invest in one and build him or her up over time?

Never mind, the answer is try it and find out, but BoneyM wouldn't give trap options, so the actions will definitely have benefits, benefits that accrue over time because the Second IC will grow over time.

Would something like: "EIC reports on local mercenary availability" Be valid? Just a straight bonus to rolls the next time Belgar wants to go out and get more mercenaries due to having a ton of information ready to go.
 
They could either take it over completely and let it tick along in Mathilde's absence, or provide bonuses or new options based on who they are, what they can do, and how they were trained.

There are a lot of plans right now. What should I vote for?
Most of them have the main selling point in their titles.

There are a lot of versions of learning to speak Queekish. Each one just changes what Max and Johann are doing for the most part. The Gambits change between them but most follow the same theme.

I'm not very clear on the aims of Redshirt's Plan or PLAN WOLF.

My plans focuses on getting the action to save the history of the vaults done this turn rather then putting it off. Like many AV voters I don't trust that it will not be forgotten.

There is also disagreement about which paper to write with serenity but the winning plans are the same one that score. They want to give the empire intel from Eshin. The other proposed action is to let that wait a turn, because it is timeless, and instead write a paper on the Eshin sorceror's casting and spellwork which will never be as fresh as it is right now again.

It's really weird to recruit handlers first and introduce our second IC to them later.

Probably, try to take a crack at the gun with her superior Windsight, and since Johann cannot read the manuals (they aren't in Reikspiel yet), she's probably going to have to play translator.

Remember, BoneyM cautions that throwing Adela into Skaven research is throwing a kid into Piranha infested waters. It's Mathilde or chuck Adela into the deep end, going by the implications of WoG. BoneyM does not give trap options, the dice giveth and dice taketh.

A rundown of leading plans (all plans with 20 or more votes):

This plan was created after people in the thread (disclosure here for bias: including me) noticed this and worried that this would not be a useful thing for Max to do, since we are only missing magical vocabulary and we didn't think that Moulder had a good chance of providing the missing pieces, especially on a writein. So instead he writes a paper. This is my preferred "get spoken Queekish" plan.
  • Plan Redshirt v2 is a "finish the Queekish now by beginning to write the dictionaries" plan, with personal actions of Rapport/Waystone class/Practical diplomacy class/AV/dictate lexicon. It finishes the Khazalid lexicon this turn and half of the Reikspiel one. It is my preferred "finish Queekish now" plan.
  • Plan: Spoken Queekish v4 with Better Max and Better Paper is another variant of the base Spoken Queekish v4. It has the new Max action, but also writes a Serenity paper on the Eshin Sorcerer rather than on the Eshin documents about the Civil War. Proponents of this plan want to get the Fresh bonus on the Sorcerer paper, which is only available this turn.
  • Spoken Queekish with better gambits is another variant of Spoken Queekish v4. This plan is identical to the base, but has a "try to convince Qrech that he should prioritize comfort" gambit on Rapport and a slightly different gambit on "try to get Spoken Queekish".
  • Plan Dictionaries now, powerstones for AV stuff and jazz is the other "finish Queekish now" plan that has gotten support. Unlike Redshirt v2, it finishes both dictionaries this turn and takes a class on Powerstones, in exchange for no AV research and no Practical Diplomacy class. Personals are Rapport/Waystone class/Powerstone class/dictate lexicon/write lexicon.
All of these plans use Overwork.

To me, the main draw of this plan is that its the only major plan that goes for powerstones, which I suspect its how its rallying this many votes.
