@Oneiros Did a lookover on the plan, here's what I got. Note that there's a BOLDED bullet point at the very end; that's a suggestion I have on infiltrating the town. The word count is 265 with that addition; 244 otherwise.
Run ideas past the clan where applicable.
  • Meet with Ebisu. Get the results of his training.
    • We'd like to see a demonstration of his results.
    • If appropriate, send a report to Asuma.
  • Clan discussion: Condors.
    • If the Scroll's taken, Conjura won't be cooperative because Leaf also houses the Pangolins. It'll be caldera'd for Pangolin support or lay fallow until Conjura's hunted down (which may take years).
    • However, an elite social-spec might manage to negotiate for powerful jutsu/summoning contracts in exchange for moderating Pangolin aggression or (clandestinely) providing Conjura resources.
    • If Mari'd be up to it, get her OK to present the idea to Asuma.
  • Summoning Scroll Hunt:
    • We have the information needed to start the mission.
    • Final preparations:
      • Prepare disguise kits.
      • Pay any reasonable amount to recruit some firepower/support. Possibilities:
        • Mari:
          • Pros: Works best with the team, incredibly talented.
          • Cons: Retired, might not be able to spare her from political work.
        • Snake:
          • Pros: Good relations, talented.
          • Cons: ANBU.
        • Anko:
          • Pros: Social-spec, Mari's friend.
          • Cons: Is Anko.
        • Tsunade:
          • Pros: Most talented ninja available.
          • Cons: Difficult to recruit.
        • Other ninja? Follow the clan/Mari's recommendations.
    • Send recruited ninja with Hazō, Akane, and Haru to Todoroki Shrine.
      • Enter the town disguised as merchants or religious supplicants.
        • See if we can get on a boat for the last leg of our journey, we could disguise ourselves as sailors.
      • Meet with Jiraiya's contacts. Look for anyone who came from Sky or Moon in the past 20 years, civilian or ninja.
  • Have a clan member turn in Jiraiya's notes if we aren't back by the end of the contest.
 
Because there's been an explicit QM request that it's more fun to write Hazou doing exciting things.
I'm discinclined to follow through on explicit QM requests that significantly increase the chance our PC is killed when there are alternatives that also follow through on the spirit of the QM request without significantly increasing the chance our PC is killed.

One thing we should do is see about contacting Mist through Ami to see if we can get access to the Wakahisa fish.
 
Gonna vote for every plan that doesn't involve going out on a mission while Hazou's still suffering consequences that put him at near genin level combat stats.

Yeah same. I'm happy to try and do things the QMs have fun with, and to keep the boring stuff off to the side, but that doesn't mean I'm going to let that supercede the rest of my utility function. At the end of the day I still care about optimally achieving Hazou's goals and, frankly, I think the QMs want to see us genuinely try our best to achieve our goals as much as they want us doing fun things.

I would like people to think about the prep:

So, we're genin in physique and alterness, and we're taking Hazo on an "adventure". When SHTF, Hazo isn't going to be at his best, and he may very well die especially since some of his stat are in genin territory.

@huhYeahGoodPoint How long is your plan supposed to be, in terms of in-story days? Just wanted to get a ballpark of the length.
Goal: Give everyone in our clan a reason to go above and beyond for our cause.
Who's the target of this? The civilians we adopted? The ninja who make up our clan? Both? This feels vague, and could benefit from specifics.
Begin spreading the word about our efforts - and successes! - in various reforms, according to the project.
This sounds like we're progressing really quickly, how soon is this happening? I feel that we'd be best suited to make solid headway in at least one of our projects before spreading the word: people like a success story more than a "we're doing this, limited progress tho" thing.
 
The Porcupine Scroll wasn't the one that Hazō wanted, but it was looking like maybe his best shot. The Todoroki Shrine on O'uzo Island wasn't far away and was publicly accessible. Even better, there was reasonable information available; the name of the Chief Abbot was public knowledge, and Jiraiya's notes included recognition codes for two agents embedded in the place: A chambermaid and a mid-ranked monk. (The monk had been a junior acolyte when Jiraiya first recruited him; it really drove home the sheer scale of the notes that Kagome-sensei was working so hard to decode when you realized that there was information there from before Hazō's mother was born.)
Also @Velorien @OliWhail What is the geopolitical situation of the area? Is it a DMZ like Hot Springs, does it have a ninja force of its own...?
 
Asuma has no real reason to keep most of this information completely secret. Why shouldn't he tell ninja that he trusts about the summoning scrolls?

Instead of trying to be isolationist and doing everything alone we should help all of Leaf to grab as many scrolls as possible, we should team up with other clans and clanless to grab multiple ones.

Examples:
Yamanaka will probably be helpful finding the Porcupine scroll
Inuzuka and Hyuuga are good for pretty much all of them
Some of the minor clans might just help out for large amounts of money
etc.

Organizing and helping probably counts as a big contribution anyway, so if we are lucky we can grab Dog + another one.

Sorry everyone. Depression and midterms grew all over my spoon drawer like mold left out for weeks and so I haven't been able to really put stuff out.

First of all: Shockingly, I don't have a huge objection to the scroll hunt. I recognize that this will delay reforms (and this is the golden chance to get reforms through tbh) but tbqh I don't want to think that hard about strategizing and politicizing.

This seems a little vague to me. Might want to clarify what reasonable actions we want to take.
Mm. The tricky thing is that we have so little information and idea of what we're looking for that leaving it to Hazoupilot seems like the most reasonable option.
You missed a key step. We also need to ensure that we meet with everyone working on our values projects daily. In order to ensure that the meeting stays on topic, we should encourage everyone to stay standing during that time. We could even give it a pithy name, like standing up time.

I strongly suggest against this idea. The brevity bonus exists because 300 word plans USUALLY can fit within the bounds of what @Velorien and I can write in one update. Writing longer plans just means we don't get to everything, and that gets annoying (at least for me).
Mm. Would it help if I said that the intent was to provide places where you could choose to write an update and I'd be happy with pretty much any of them?

For example, I'd be happy with the implementation details being shown - but tbqh I'd actually be even happier if we got to see like our project leader showing us and Prince Chouji around the kitchens and showing off what improvements we made in the last week, and what lessons we learned. Just because I put it in the plan as the plan for how we'd execute the reform program doesn't mean I necessarily want to make you write the entire process.

7 - 9 days, thereabouts. That final section stating "execute" was so that just in case there was any ambiguity about "oh they'll just get stuck in another planning meeting" that we could just skip that and go straight to showing how the plan gets carried out.

One of the benefits of approaching reforms from a perspective of solving several problems is that we don't need to solve a huge problem to be able to point to progress; in fact, it's almost more important that we have a steady drip of "we've made progress this week" instead of unveiling a huge project. After all, if we can consistently deliver even small victories that means that our style of accomplishing reforms is worth supporting as a means to improve other authorizers' (like Clan Heads, KEI coordinators, Merchant Councilors, or Tower representatives) legitimacy and prestige. That's because if we show that we can constantly produce results, all they have to do to get similar results is hire us to run a reform program for them.

Does that make sense?
 
Not for me. We're taking the same risk and won't get the scrolls or the rep. Don't do ninja missions without a reward is my MO

Were not taking the same risk if we have access to allies with abilites that we don't possess. The whole competition is about sharing ideas and ablilites anyway. That includes pure muscle and firepower, Naruto for example would work with us if ordered so by Asuma, because we know that he stepped down when Hiashi made a good argument. He follows the rules and the law.

Also while this is a canon example:

Besides the Mindreading, if the Yamanaka can actually control animals, some chunnin or even jonin would be incredible helpful, animals have all kinds of senses that we don't have. We might be able to find things/leads we wouldn't any other way. Same for pretty much all the other sensor bloodlines. In addition to whatever experience they provide.

Finally, Asuma can do this himself whenever he wants, he is the Hokage-boss-man and he has been playing fair with us so far, expecting that we get no reward is kinda OOC for him or just a pure asshole move.
 
We aren't anticipating combat on the scroll mission. If we were we would be requesting a lot of backup.

I will reiterate that I believe we should aim for Otter at some point, it might be wise to bring a Hyuuga and offer them something significant for the assistance. With Noburi feeding them chakra we can probably keep up their vision for quite some distance.
