I'm discinclined to follow through on explicit QM requests that significantly increase the chance our PC is killed when there are alternatives that also follow through on the spirit of the QM request without significantly increasing the chance our PC is killed.Because there's been an explicit QM request that it's more fun to write Hazou doing exciting things.

Is it a DMZ like Hot Springs, does it have a ninja force of its own...?The Porcupine Scroll wasn't the one that Hazō wanted, but it was looking like maybe his best shot. The Todoroki Shrine on O'uzo Island wasn't far away and was publicly accessible. Even better, there was reasonable information available; the name of the Chief Abbot was public knowledge, and Jiraiya's notes included recognition codes for two agents embedded in the place: A chambermaid and a mid-ranked monk. (The monk had been a junior acolyte when Jiraiya first recruited him; it really drove home the sheer scale of the notes that Kagome-sensei was working so hard to decode when you realized that there was information there from before Hazō's mother was born.)
That's...that's a good idea. @Oneiros?Asuma has no real reason to keep most of this information completely secret. Why shouldn't he tell ninja that he trusts about the summoning scrolls?
Instead of trying to be isolationist and doing everything alone we should help all of Leaf to grab as many scrolls as possible, we should team up with other clans and clanless to grab multiple ones.
Examples:
Yamanaka will probably be helpful finding the Porcupine scroll
Inuzuka and Hyuuga are good for pretty much all of them
Some of the minor clans might just help out for large amounts of money
etc.
Organizing and helping probably counts as a big contribution anyway, so if we are lucky we can grab Dog + another one.

In order to ensure that the meeting stays on topic, we should encourage everyone to stay standing during that time. We could even give it a pithy name, like standing up time.
Mm. Would it help if I said that the intent was to provide places where you could choose to write an update and I'd be happy with pretty much any of them?I strongly suggest against this idea. The brevity bonus exists because 300 word plans USUALLY can fit within the bounds of what @Velorien and I can write in one update. Writing longer plans just means we don't get to everything, and that gets annoying (at least for me).
7 - 9 days, thereabouts. That final section stating "execute" was so that just in case there was any ambiguity about "oh they'll just get stuck in another planning meeting" that we could just skip that and go straight to showing how the plan gets carried out.@huhYeahGoodPoint How long is your plan supposed to be, in terms of in-story days? One of the benefits of approaching reforms from a perspective of solving several problems is that we don't need to solve a huge problem to be able to point to progress; in fact, it's almost more important that we have a steady drip of "we've made progress this week" instead of unveiling a huge project. After all, if we can consistently deliver even small victories that means that our style of accomplishing reforms is worth supporting as a means to improve other authorizers' (like Clan Heads, KEI coordinators, Merchant Councilors, or Tower representatives) legitimacy and prestige.
