how much of the time manipulation ability we can use? can we visit dark age of tech or time of emperor's birth or fall of Eldar just to experience them without interfering the outcome?

You can't go back to events you never experienced. It's your mind that goes back in time, not your body. To displace your body would require incredible willpower and some way to access the warp.

The Achron trait is quite clear on what it can do.
Achron ( Level 1 ) - Your mind is not temporally locked, allowing you to theoretically jump between versions of your body through all points in time, similar to what Chaos Gods pull with retroactive existence. However, you've never managed to pull off a safe jump more than 2 years into the past or the future - the farthest you've gone is 5 years into the past, and it nearly killed you. You can receive forewarning of future events up to 2 turns in advance. This trait can be upgraded through continued use.

Always going to take the Russ option. You'd think a throwing axe could see service in melee alongside Cassiel as well, but even if not, a stasis throwing axe from Leman Russ tops a lot of 'cool charts' in my books.

Honestly Khonsu would never be picked, Melee is backed by too much Rule of Cool for a Primarch to not use it. Which is a shame, a Ferrus-made sniper rifle would've been neat.

Not too vague. It's a fluid timeline. We jump back into our body from up to two years ago safely, then act during the time we skipped back over with knowledge of what unfolds over that time. So if we take a wild risk to gain information, we can then jump into our body from a while ago and know what the intel endeavour told us.

Theoretically, Groundhog Day is within our means.

Think of it like this: you have an infinite amount of cups, but only one cup worth of orange juice. You can pour the orange juice into another cup, but you can't move the cups or split up the orange juice. In your case, the cups represent your body at different points in time, starting from the moment of your birth and ending at the moment of your death. You can only move your mind - the juice - into a few cups ahead or behind currently, but as you use it more you can access more and more cups. If, for some reason, you make changes to the timeline ahead, the future changes along with it - all the cups after the cup where the juice is in are swapped out for different ones.

In laymen's terms our time powers have a limit. We can't jump into two different timelines because that literally splits our character apart. We can only go so far into the past and future with the former being able to alter the latter.

considering we just lost our legion because people wanted to be time-travel-whoopy-do-fuckery...seriously, that shit never ends well people!

at least with genetics we could help our brothers remaining legions, as well as get started on our own legion (or save the remains)…instead we lose them all to the fucking warp.

Clarification
Just want to clarify two things real quick:

1) You can rebuild your legion. You have regenerating progenoid glands that can be harvested using proper medical equipment and implanted in Primaris.

2) The marines aren't as bad off as you seem to think. The only thing happening to the Primaris is that the geneseed flaws of Astartes Omega (Old Marines) are now starting to emerge in them, but with the effects far more intense - they turn into Wulfen much faster, the Red Thirst is far stronger, the Iron Hands are obsessed with bionics to the point of almost complete body replacements, etc. They can deal with the problems for now by rapidly increasing their recruitment rates, but it's a temporary solution. Cawl is working the best as he can and has isolated the problem to the Magnificant, but beyond that he doesn't know.
