Well this is more to get an initial amount, I am fully planning on doing dickish stuff later like having Dogold essentially go on a massive Bar crawl inciting large fights for the purpose of harvesting anger.
Why not just piss off some gang members or Gang bars like the ones solely used by biker gangs because their asshole victims or specify that the bar crawl is based at Specific bars rather than every bar
Well I'd obviously have it occur in the seedier sections of the city in order to maximize the amount of anger that will be unleashed and allow it to escalate on it's own after we give the initial push. My main goal with the plan is to get enough Rage or Hate in order to create a Debo Monster with the right ability to incite a full on riot in addition to the accompanying mooks.

Well for one it's more fun, but also because there is inevitably going to be something happening that will force us to act and when that happens we need to have a good amount of emotion to burn which will require active draining to do.
We live in a city with Superman and a Dozen more heroes what could happen that would neccesitate the emotions of a full on RIOT that wouldnt draw the entire effing Justice League in aside from us doing exactly the kind of active Draining you seem to be wanting
